ImmDef’s National Qualified Representative Program, funding the representation of <br />members of the Franco-Gonzalez settlement class who are detained by ICE and <br />appointed counsel after finding of incompetence pursuant to the Ninth Circuit injunction; <br />2. ImmDef’s Deported Veterans Legal Services Program, focused on the repatriation of <br />Veterans through representation before the BIA, EOIR, USCIS, and in post-conviction <br />relief; <br />3. ImmDef’s Post-Conviction Relief Program, representing clients before California <br />Superior Courts in Motions to Vacate, Habeas Petitions, and Motions to Withdraw Pleas; <br />As part of directing the programs listed above, it is my responsibility to ensure high-quality <br />legal services are provided to all clients; participate in overall management of the <br />organization; develop and enhance programmatic procedures and policies; draft and update <br />program policy manuals; manage contracts and draft reports for funders including the <br />Consulate General of Mexico in Los Angeles, California Department of Social Services, and <br />the VERA Institute of Justice; collaborate with stakeholders within the Department of <br />Homeland Security and the Department of Justice to improve the delivery of services; <br />collaborate with partner organizations; develop targeted training for staff covering <br />substantive legal issues specifically related to representation of individuals in removal <br />proceedings and consequences of criminal convictions, working with vulnerable populations, <br />and post-conviction relief; and I am member of ImmDef’s Strategic Planning Committee. In <br />addition, I manage a personal caseload consisting of Franco-Gonzalez v. Holder class <br />members, unaccompanied children, adults in removal proceedings, and deported Veterans. <br /> <br />Managing Attorney, Oct 2017-March 2020 <br />Oversaw ImmDef’s Los Angeles Justice Fund (LAJF) Removal Defense Program, a <br />partnership between the City of Los Angeles, the County of Los Angeles, the California <br />Community Foundation, and the Weingart Foundation; managed the program through <br />implementation in 2017 to March 2020; developed programmatic procedures within <br />6
