Legal and Procedural Rules: The Department shall only utilize explosive <br />breaching for official law enforcement purposes and pursuant to State and <br />Federal law. <br />(c) Noise Flash Diversionary Devices (NFDD): A device used to distract or divert a <br />dangerous person's attention. <br />1. Description, cost, quantity, and capabilities: COMBINED TACTICAL <br />SYSTEMS, 7290M MINI FLASH -BANG, cost: $38, quantity: 33. A non -bursting, <br />non -fragmenting multi -bang device that produces a thunderous bang with <br />intense bright light. Ideal for distracting dangerous suspects during assaults, <br />hostage rescue, room entry, or other high -risk arrest situations. <br />2. Authorized Use: Diversionary Devices shall only be used by trained members <br />of the Department's SWAT Team during situations that include but are not limited <br />to the following: <br />(a) By officers who have been trained in their proper use. <br />(b) In hostage and barricaded subject situations. <br />(c) In high -risk warrant (search/arrest) services where there may be extreme <br />hazards to officers. <br />(d) During other high -risk situations where their use would enhance officer <br />safety. <br />(e) During training exercises. <br />4. Lifespan: Until deployed <br />5. Fiscal Impact: No annual maintenance <br />6. Training: Prior to use, officers must attend diversionary device training <br />conducted by Post certified instructors. <br />7.
