On or before June 30, 2026, the Grantee submits an <br /> alternative disbursement plan to HCD that includes an <br /> explanation for the delay. <br /> ii. HCD approves the alternative disbursement plan. If <br /> HCD cannot approve an alternative disbursement <br /> plan, HCD will provide the Grantee with guidance on <br /> the revisions needed in order to approve the <br /> alternative disbursement plan. <br /> c) HCD may withhold the remaining fifty percent (50%) of <br /> HHAP-5 program allocation funds from a jurisdiction that <br /> repeatedly failed to take action as specified in its Regionally <br /> Coordinated Homelessness Action Plan, or that took actions <br /> adverse to achieving the plan objectives provided pursuant <br /> to Section 50233, until such time the jurisdiction <br /> demonstrates to HCD they are in substantial compliance <br /> with the requirements of HSC 50235 subdivision (h). <br /> 5. Expenditure of Funds <br /> All HHAP-5 funds must be spent consistent with the intent of the Program and <br /> the eligible uses identified in HSC section 50234, subdivision (a)(1)(A) and 50236 <br /> and in alignment with the Grantee's latest, approved funding plan. <br /> 6. Ineligible Costs <br /> A. HHAP-5 funds shall not be used for costs associated with activities in <br /> violation of any law or for any activities not consistent with the intent of the <br /> Program and the eligible uses identified in HSC section 50234, subdivision <br /> (a)(1)(A) and 50236. <br /> B. HCD reserves the right to request additional clarifying information to <br /> determine the reasonableness and eligibility of all uses of the funds made <br /> available by this Agreement.
