communities ongoing concerns and complaints and address regulatory compliance issues of
industrial businesses in Southeast Santa Ana.
For the last 7 years, OCEJ and GREEN-MPNA have been leaders for environmental
justice in the city of Santa Ana, advocating for policy changes like this. In 2021, the leadership
of OCEJ, GREEN-MPNA, and the CUAL Committee attributed to the adoption of 77 EJ
implementation actions in the city’s general plan update that revolved around reducing exposure
to pollution, improving public facilities, promoting healthy food, creating safe and sanitary
housing, and enhancing civic engagement. In 2022, the city took the first step towards
implementing regulations on polluting industry by adopting a Noxious Use Ordinance that would
address industries with ongoing violations. OCEJ and GREEN MPNA request that the city
expedite and extend this moratorium to be implemented in Southeast Santa Ana. We also ask for
more urgency implementing the 77 EJ policies that are not yet reflected in the changes that are
being made across Santa Ana’s disadvantaged communities. OCEJ, GREEN- MPNA, and our
partners continue to support and work with residents and the city of Santa Ana to amplify
residents’ needs and urge a continued collaboration to reduce the pollution burdens in Southeast
Santa Ana.
To summarize, we commend the city for taking this step, and we want to express our
support for the adoption of SD-84 Transit Zoning Code. We look forward to engaging with the
city for environmental justice, and reducing the pollution burdens our residents face.

Sincerely,

Leonel Flores, Program Manager Samantha Guerrero, Executive Director

GREEN MPNA Orange County Environmental Justice (OCEJ)

Planning Commission 1 – 242 3/6/2025
