ͭͲͱͱʹ-ͬͰ Noise Memo.docx ͭͬ Warner Avenue Footlab OPERATIONAL NOISE LEVEL COMPLIANCE Using the reference noise levels to represent the proposed Project operations, Urban Crossroads, Inc. calculated the operational source noise levels and the Project-related noise level increases that would be experienced at each of the sensitive receiver locations. To demonstrate compliance with local noise regulations, the Project-only operational noise levels are evaluated against exterior noise level thresholds based on the City of Santa Ana exterior noise level standards at nearby noise-sensitive receiver locations. Table Ͱ shows the operational noise levels associated with the Project will not exceed the City of Santa Ana ͱͱ dBA Leq daytime or the ͱͬ dBA Leq nighttime exterior noise level standards. Therefore, the operational noise impacts are considered less than significant at the nearby noise-sensitive receiver locations. "Daytime" = 7:00 a.m. - 10:00 p.m.; "Nighttime" = 10:00 p.m. - 7:00 a.m. CONSTRUCTION NOISE ANALYSIS This section analyzes potential impacts resulting from the short-term construction activities associated with the development of the Project. Exhibit ͱ illustrates the on-site construction noise source activity in relation to the nearest sensitive receiver locations, as previously shown in Exhibit ͯ. CONSTRUCTION NOISE STANDARDS The City of Santa Ana has set restrictions to control noise impacts associated with the construction of the proposed Project. According to Section ͭʹ-ͯͭͰ(e) of the city’s Municipal Code, Noise sources associated with the construction, repair, remodeling, or grading of any real property, provided said activities do not take place between the hours of ʹ:ͬͬ p.m. and ͳ:ͬͬ a.m. on weekdays, including Saturday, or any time on Sunday or a federal holiday are exempt from the noise ordinance. (ͯ) Project construction noise levels are, therefore, considered exempt from municipal regulation if activities occur within the hours speciﬁed in the City of Santa Ana Municipal Code, Section ͭʹ-ͯͭͰ(e). However, neither the General Plan nor the Municipal Code establishes numeric maximum acceptable construction source noise levels at potentially affected receivers for CEQA analysis purposes. Therefore, a numerical construction threshold based on the Federal Transit Administration (FTA) Transit Noise and Vibration Impact Assessment Manual is used for the analysis of daytime construction impacts. The FTA considers a daytime exterior construction noise level of ʹͬ dBA Leq as a reasonable threshold for noise-sensitive residential land use. (Ͱ)
