<br /> <br />ͭͲͱͱʹ-ͬͰ Noise Memo.docx ͭͬ Warner Avenue Footlab <br />OPERATIONAL NOISE LEVEL COMPLIANCE <br />Using the reference noise levels to represent the proposed Project operations, Urban Crossroads, <br />Inc. calculated the operational source noise levels and the Project-related noise level increases that <br />would be experienced at each of the sensitive receiver locations. <br />To demonstrate compliance with local noise regulations, the Project-only operational noise levels <br />are evaluated against exterior noise level thresholds based on the City of Santa Ana exterior noise <br />level standards at nearby noise-sensitive receiver locations. Table Ͱ shows the operational noise <br />levels associated with the Project will not exceed the City of Santa Ana ͱͱ dBA Leq daytime or the ͱͬ <br />dBA Leq nighttime exterior noise level standards. Exhibit ͱ illustrates the on-site construction noise <br />source activity in relation to the nearest sensitive receiver locations, as previously shown in Exhibit ͯ. <br />CONSTRUCTION NOISE STANDARDS <br />The City of Santa Ana has set restrictions to control noise impacts associated with the construction <br />of the proposed Project. According to Section ͭʹ-ͯͭͰ(e) of the city’s Municipal Code, Noise sources <br />associated with the construction, repair, remodeling, or grading of any real property, provided said <br />activities do not take place between the hours of ʹ:ͬͬ p.m. and ͳ:ͬͬ a.m. on weekdays, including <br />Saturday, or any time on Sunday or a federal holiday are exempt from the noise ordinance. (ͯ) <br />Project construction noise levels are, therefore, considered exempt from municipal regulation if <br />activities occur within the hours specified in the City of Santa Ana Municipal Code, Section ͭʹ-ͯͭͰ(e). <br />However, neither the General Plan nor the Municipal Code establishes numeric maximum acceptable <br />construction source noise levels at potentially affected receivers for CEQA analysis purposes. <br />Therefore, a numerical construction threshold based on the Federal Transit Administration (FTA) <br />Transit Noise and Vibration Impact Assessment Manual is used for the analysis of daytime <br />construction impacts. The FTA considers a daytime exterior construction noise level of ʹͬ dBA Leq <br />as a reasonable threshold for noise-sensitive residential land use. (Ͱ) <br />
