Policy PS-2.11 encourages coordination with utilities and public agencies <br />to develop, maintain, relocate, and/or upgrade critical local and regional <br />public facilities and infrastructure systems to ensure their resiliency during <br />times of extreme weather or natural disasters, or toxic emission release. <br /> <br />xv: Goal PS-3 promotes the supply, maintenance, and expansion of City <br />services and infrastructure improvements through innovative funding <br />options and sustainable practices. <br /> <br />Conservation Element: <br /> <br />xvi. Policy CN-1.18 promotes the coordination with park renovation and new <br />development to address air quality and climate impacts by reducing the <br />heat island affect by providing green infrastructure and shade, and <br />reducing air pollution by providing vegetation that removes pollutants and <br />air particles. <br /> <br />xvii: Goal CN-2 promotes the preservation and enhancement of Santa Ana’s <br />natural and environmental resources while maintaining a balance between <br />recreation, habitat restoration, and scenic resources. <br /> <br />xviii: Policy CN-3.5 promotes and encourages the planting of native and diverse <br />tree species to improve air quality, reduce heat island effect, reduce <br />energy consumption, and contribute to carbon mitigation with special <br />focus in environmental justice areas. <br /> <br />xix: Goal CN-4 supports the conservation and replenishment of existing and <br />future water resources. <br /> <br />Open Space Element: <br /> <br />xx. Goal OS-1 encourages the provision of an integrated system of accessible <br />parks, recreation facilities, and open space to serve the City of Santa Ana. <br /> <br />xxi. Goal OS-2 supports the provision of welcoming, inclusive, safe, and <br />healthy parks, recreation facilities, and activities to serve Santa Ana <br />residents regardless of age, ability, or income. <br /> <br />xxii. Goal OS-3 supports the maintenance and management of parks, <br />recreation facilities, trails and open space to sustain City assets and <br />support safe use. <br /> <br />Noise Element: <br /> <br />xxiii. Goal N-1 ensures that existing and future land uses are compatible with <br />current and projected local and regional noise conditions. <br />
