Daimler Street) <br />July 14, 2025 <br />Page 3 <br />5 <br />1 <br />6 <br />2 <br />On July 1, 2025, the Applicant submitted required documentation for resubmission of their <br />application for a conditional use permit, which was reviewed by staff as CUP 2025-15. <br />After reevaluation of the Project, staff is recommending approval of CUP 2025-15. <br />Project Analysis <br />CUP requests are governed by Section 41-638 of the SAMC. CUPs may be granted when <br />it can be shown that the proposed project will not adversely impact the community and <br />General Plan. If these findings can be made, then it is appropriate to grant the CUP. <br />Conversely, the inability to make these findings results in a denial. <br />The proposed use of the subject site as a place of worship will not be detrimental to the <br />public health, safety, or general welfare of the community or surrounding properties. The <br />church will occupy a previously developed tenant space located within a professional <br />office complex, and no exterior physical alterations are proposed that would impact site <br />circulation, access, or building visibility. The surrounding land uses are exclusively <br />professional office uses with no immediate adjacency to sensitive receptors such as <br />schools or residences, reducing the likelihood of land use conflicts. <br />The proposed hours of operation for the administrative offices would be Monday to Friday <br />from 9:00 a.m. to 5:00 p.m. and Saturday from 10:00 a.m. to 7:00 p.m. The proposed <br />church/congregation services will be held Sundays from 9:00 a.m. to 4:00 p.m. and during <br />holidays, avoiding peak traffic hours associated with adjacent office uses. Additionally, <br />the site provides sufficient on-site parking through a combination of assigned and guest <br />spaces, and a condition of approval requires the submission of a parking management <br />plan for special events to further ensure compatibility. <br />In terms of noise, activities within the church will occur indoors, and the proposed tenant <br />improvements include upgrades to the building’s internal infrastructure without increasing <br />occupancy or altering the building envelope. No amplified outdoor sound is proposed, <br />and compliance with the City's noise ordinance will be required. Furthermore, existing site <br />lighting is designed to serve an office complex and is sufficient for safety without <br />introducing excessive glare or spillover. As proposed, the Project does not propose new <br />lighting that would increase impacts. <br />Overall, the proposed use will be compatible with the existing built environment and will <br />not introduce new adverse impacts related to traffic, noise, or lighting. Through <br />appropriate conditions of approval and continued code compliance, the Project is <br />anticipated to enhance the general welfare by providing a community-serving use that <br />aligns with Santa Ana’s goals of promoting neighborhood cohesion and access to diverse <br />community resources. Lastly, the Applicant will be responsible for addressing the <br />Development Review Committee (DRC) site plan comments to ensure that the proposed <br />church complies with all Building Safety and Public Works Concerns (Exhibit 5). <br />In addition, the proposed church will not adversely affect the General Plan, as the granting <br />of the CUP would be consistent with various goals and policies of the General Plan. The <br />approval of the proposed Project will be consistent with the General Plan land use <br />designation of Industrial/Flex (Flex-3), which is intended to act as a buffer between <br />
