Planning and Building Agency <br />Item # 2 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />July 14, 2025 <br />Topic: Conditional Use Permit No. 2025-13 – Evntfull Space Banquet Facility (320 W. <br />Fifth Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Conditional Use Permit No. 2025-13, as conditioned. <br />EXECUTIVE SUMMARY <br />Chachmoni Macon, representing Evntfull Space (“Applicant”), with Broadway Improvement <br />Company (“Property Owner”), is requesting approval of Conditional Use Permit (CUP) No. <br />2025-13 to allow the conversion of a 1,641-square-foot eating establishment into a banquet <br />facility located at 320 W. Fifth Street (“Project”). Pursuant to Section 41-2007 of the Transit <br />Zoning Code (“TZC”), banquet facilities located in the Urban Center (“UC”) subzone require <br />approval of a conditional use permit. Staff recommends approval of the Applicant’s request <br />because the facility is situated near compatible land uses, because the use is consistent <br />with the General Plan’s goals and policies for Downtown, and the proposed Project meets <br />the development standards related to occupancy for the proposed use. <br />DISCUSSION <br />Project Description <br />Evntfull Space proposes to occupy a 1,641-square-foot unit inside an existing 23,567- <br />square-foot building located at 320 W. Fifth Street. The primary use will be a banquet hall <br />for intimate gatherings (not exceeding forty-nine people/occupants) that will be open from <br />8:00 a.m. to 6:00 p.m., Monday through Friday, and from 7:00 a.m. to 12:00 a.m. <br />(midnight) on Saturday and Sunday. The Applicant is proposing to make the facility <br />available for meetings, parties, ceremonies, gatherings, and dining for groups. The <br />proposed 1,641-square-foot banquet facility is comprised of 699 square feet dedicated to <br />banquet operations, 353 square feet for preparation area, 345 square feet for the kitchen, <br />and 244 square feet for office and storage uses. <br />
