It has <br />continuously operated as Extra Space Storage since its construction, providing self- <br />storage services to the community without interruption or change in use. <br />Ordinance No. NS-2804 established the Transit Zoning Code (TZC) (Specific <br />Development No. 84) in June 2010, modifying the site’s zoning designation from various <br />zones to TZC with Light Industrial (M1) and Heavy Industrial (M2) overlays allowing <br />continued industrial operations, including the subject facility. Ordinance No. NS-3082, <br />adopted by the City Council on June 17, 2025 (effective July 17, 2025), amended the <br />official zoning map of the City of Santa Ana by removing the industrial overlays within the <br />Specific Development No. 84 (SD-84) zoning district. The zoning map amendments were <br />enacted to address inconsistencies within an area prioritized for environmental justice, <br />foster compatibility between residential and nonresidential uses, and improve public <br />health and quality of life by eliminating industrial overlays that allowed incompatible <br />noxious and hazardous uses near sensitive receptors. <br />In conjunction with these changes, Ordinance No. NS-3081 concurrently amended the <br />SAMC to revise land use regulations, permit types, and nonconforming use standards <br />within the SD-84 zoning district, including adding an amortization/termination process and <br />operational standards for certain uses. Together, Ordinance Nos. NS-3082 and NS-3081 <br />were approved by the City Council to further the City’s goals of environmental justice, <br />land use compatibility, and public health protection. <br />Importantly, Ordinance No. NS-3081 also amended Table 2A of Section 41-2007, to allow <br />expansion of an existing self-storage facility in the UN-2 Zone of SD-84 through a CUP. <br />It also included a provision addressing the applicable standards for projects that have <br />submitted applications that have been deemed complete, but have not been presented <br />to the decision-making body for approval, before adoption of Ordinance No. NS-3081. <br />
