The Village Santa Ana Specific Plan Entitlements & Development Agreement (1561 W. <br />Sunflower Avenue) <br />August 11, 2025 <br />Page 10 <br /> <br /> <br /> <br />places for terrace gardens and green walls, the design of the buildings will work <br />holistically with the landscaping and parklike village atmosphere. <br /> <br />3) Diversity of Outdoor Spaces and Activities at Multiple Levels. People who visit or <br />live at The Village will find a multitude of unique outdoor spaces for strolling, <br />reading, dining, meeting friends, exercising, and playing. The retail village common <br />areas may be programmed for recurring activities such as movie nights, seasonal <br />events, exercise options such as outdoor yoga, family nights, and other <br />opportunities for nearby residents. Ground level residential amenities in the <br />buildings surrounding the retail village will open to the village square and have <br />amenitized open space as their front yard. Rooftops, terraces, and balconies will <br />overlook the activities at the ground level and offer an array of amenities for <br />residents. <br /> <br />4) An Extension of the Arts. There is an array of indoor and outdoor art installations <br />on Segerstrom properties and others in the area that can virtually or physically <br />become part of an art walk (such as Noguchi’s California Scenario, Serra’s <br />Connector, and Perry’s The Ram). The Village Santa Ana will be an extension of <br />the art walk, showcasing art works in the form of landscaping, stand-alone art <br />pieces, and local artisan retail. Distinctive architecture and high-quality materials <br />will contribute to the character of The Village Santa Ana. <br /> <br />5) Activated Streets. Contrasted with the existing site layout, new residential and <br />commercial buildings will orient toward the streets and retail village and provide <br />easy access for pedestrians. The streetscape and building setbacks along <br />Sunflower Avenue, Plaza Drive, and Bear Street, and internal Project roads will be <br />designed with a cohesive palette of drought-tolerant plants with unique <br />characteristics, brightly colored flowers, and a mix of succulents and trees. <br /> <br />6) Sustainable Foundation. Planning, design, and development of The Village Santa <br />Ana is rooted in sustainability. Like prior generations, this new development will <br />aim to protect and care for the land. Best practices for reduced energy and water <br />consumption, sustainably sourced materials, and integration of pervious surfaces <br />along with thoughtful plant selection will support on-site water retention for this <br />green village community. All of these features and more will ensure a lasting, <br />sustainable development for generations to come. <br /> <br />7) Balance of Land Uses. The Village Santa Ana will contain a broad mix of land uses <br />serving regional, community, and local needs. This includes a mix of retail, <br />restaurant, and entertainment uses that complement South Coast Plaza and <br />contribute to the local Santa Ana economy. The Village Santa Ana will also help <br />meet the significant demand for additional housing in the community. <br /> <br />Table 4 on the following page provides an analysis of SP-6 that warrants staff’s <br />recommendation of approval of the requested action. <br /> <br />
