<br />Public Hearing: The Historic Resources Commission decision is final unless
<br />appealed to the City Council within 10 days of the decision by any interested
<br />party or group. Legal notice was published in the OC Reporter on February
<br />17,2023 and notices were mailed on February 16,2023.
<br />1.Historic Resource Commission Application No, 202302, Historic Register
<br />Categorization No. 202301, and Historic Property Preservation Agreement
<br />No. 202301 for the property located at 2311 North Benton Way (historically
<br />known as The Turks House) located in the Single Family Residential (R1)
<br />zoning district. – Andrea Dumovich Heywood, Case Planner *
<br />Project Applicant: Brian and Krystle Newquist
<br />Project Description: The applicant is requesting approval of Historic
<br />Resources Commission Application No. 202302, Historic Register
<br />Categorization No. 202301, and Historic Property Preservation Agreement No.
<br />202301 to allow the placement and categorization in the Santa Ana Register of
<br />Historical Properties as Key for the above mentioned property and to execute a
<br />Historic Property Preservation Agreement with the City of Santa Ana.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act
<br />(CEQA) and the CEQA Guidelines, the project is exempt from further review under
<br />Section 15331, Class 31, as this action is designed to preserve a historic
<br />resource. Categorical Exemption No. ER202310 will be filed for this project.
<br />Recommended Action: 1. Adopt a resolution approving Historic Resources
<br />Commission Application No. 202302 and Historic Register Categorization No.
<br />202301 (Exhibit 1); and
<br />2. Recommend that the City Council authorize the City Manager and Clerk of the
<br />Council to execute the attached Mills Act agreement with Brian and Krystle L.
<br />Newquist, subject to nonsubstantive changes approved by the City Manager and
<br />City Attorney (Exhibit 2).

<br />Minutes: Staff provided a brief presentation about the project. Commissioner
<br />Christy and Jauregui disclosed visiting the property but not speaking to the
<br />applicant. The commissioner asked question of the applicant. The applicant
<br />spoke in favor of the item and answered questions.

<br />the tenday appeal period. An appeal from the decision or requirement of the Commission
<br />may be made by any interested party, individual, or group. The appeal must be filed with the
<br />Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
<br />matters on this agenda for which a public hearing is to be conducted, you may be limited to
<br />raising only those issues which you (or someone else) raised orally at the public hearing or in
<br />written correspondence received by the Commission or City Council at or before the hearing.
