HEMA No. 2023-03 – The Titchenel-Catland House (419 East Wellington Avenue) <br />July 6, 2023 <br />Page 4 <br />3 <br />5 <br />1 <br />9 <br />The deteriorating porch decking will undergo like-for-like spot repair with T6 Doug Fir <br />wood to match the existing decking. The non-original porch railing will be removed and a <br />new railing will not be installed. The 22-inch porch header will be removed entirely. The <br />porch roof and cornice will be preserved in place. The porch stairs will also remain. <br />Inappropriate conjectural additions to be removed include the existing corbel at the <br />porch’s eastern terminus, and the window ornamentation at the double window, including <br />the two window consoles, inner brow ornamentation, and lintel. <br /> <br />Analysis of the Issues <br />As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for <br />the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, <br />Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, <br />revised 2017). The proposed exterior modifications would be considered a rehabilitation <br />project and as such be evaluated against ten criteria. Staff has reviewed the proposed <br />modifications in comparison to the SOIS. The following is a review of the findings as they <br />pertain to the applicable criteria: <br />1. A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br />The project complies with Standard No. 1. The property currently maintains its <br />historic use as a single-family residence. The use is not proposed to change. The <br />interior configuration will remain the same with minimal changes to the front porch <br />design to address structural and safety concerns, while simultaneously removing <br />inappropriate, non-original features. <br />2. The historic character of a property shall be retained and preserved. The removal <br />of historic materials or alteration of features and spaces that characterize a <br />property shall be avoided. <br />The project complies with Standard No. 2. The historic character of the subject <br />property will be retained and preserved. The proposed porch rehabilitation has <br />been designed to maintain existing, compatible porch materials and remove only <br />non-original and conjectural features. Although the proposed rehabilitation will <br />alter the primary (south) elevation, the existing porch is not original to the original <br />Victorian Italianate style residence built in 1887, as it underwent a 1920s <br />Craftsman style porch remodel and has since been altered over time. The <br />proposed rehabilitation will provide a more compatible porch design that does not <br />introduce new Victorian Italianate and Craftsman style elements. The proposed <br />exterior alterations will not alter any important spatial relationships that <br />characterize the property as the porch has been altered overtime. <br /> <br /> <br />
