Wellington, Santa Ana <br />Dear Planning-Historic Preservation Division, <br />Please find herein a summary assessment of the new porch construction for the property at 419 E. <br />Wellington, Santa Ana, a contributor to the French Park Historic District. Based on drawings titled “Duane <br />2.0” by Trisha Candelario and submitted by property owner, Duane Rohrbacher, I find the new porch <br />design to be compatible with the Secretary of the Interior’s Standards for the Treatment of Historic <br />Properties and the City of Santa Ana’s French Park Design Guidelines (1985). As a consequence of my <br />work as a built environment historian with over six years’ experience and my graduate degree in Heritage <br />Conservation, I meet the Secretary of the Interior’s Professional Qualification Standards in history and <br />historic architecture. <br />Summary Assessment <br />1) A property shall be used for its historic purpose or be placed in a new use that requires minimal <br />change to its historic character. <br />The project of replacing the porch does not alter the property’s historic purpose as a residence and <br />contributor to the French Park National Historic District. Based on historic photographs, the residence has <br />always featured a covered porch at the front entrance. The new porch is replacing a non-original, <br />dilapidated porch with a design that is compatible with the residence’s Victorian Italianate architectural <br />style. The design is in keeping with the historic character of the neighborhood and does not require any <br />significant changes to the property. <br />2) The historic character of a property shall be retained and preserved. <br />The porch design retains the historic character of the property by using materials and details that are <br />compatible with the Victorian architectural style of the house. The new porch will be constructed of wood <br />and will feature narrow square columns evoking the Victorian style. <br />3) Each property shall be recognized as a physical record of its time, place, and use. <br />The new porch is compatible with the original architectural style of the house, but it is also differentiated <br />so that it cannot be mistaken as original. <br />4) Changes to a property that have acquired significance in their own right shall be retained and <br />preserved. <br />The new porch design preserves the changes that have been made to the property over time, including <br />the expansion of a small porch in the early 1900s and maintaining the architectural significant of the <br />expanded porch to keep with the mixed architectural style of the house and porch. <br />5) Distinctive features, finishes, and construction techniques or examples of craftsmanship that <br />characterize a historic property shall be preserved. <br /> <br /> <br />
