No 1 (1102 North Lacy Street) <br />October 5, 2023 <br />Page 7 <br />3 <br />7 <br />2 <br />9 <br />Overall, the staircase will maintain a simple aesthetic that is as close as possible to the <br />original design. <br />The two existing exterior wood staircases with concrete steps at the east façade will also <br />be modified to satisfy building code requirements. The southern-most staircase at the <br />east façade, which has previously been modified with metal handrails and guardrails, will <br />be rehabilitated with wood materials for the handrails and guardrails. The new design will <br />be close as possible to the original while meeting building code, and will match the same <br />handrail and guardrail design that is proposed for the new staircase at southwest corner. <br />Additionally, the northern-most staircase at the east façade, which has not been altered, <br />will be modified to match the new handrail and guardrail design of the other two <br />staircases. <br />Administrative Exterior Alterations <br />The following list includes items the property owner has agreed to restore, like-for-like, to <br />match what was previously removed. These items do not require discretionary action and <br />therefore are not included as part of this HEMA request, but are included in this report to <br />complete the entire project description. <br />•Restore the primary (south) façade’s original apartment entrance door frame <br />molding; <br />•Restore all wood shutters on the primary (south and east) facades; <br />•Restore all nine (9) original main entrance apartment doors (located at the west, <br />south, and east facades) which featured a six-panel wood door with brass <br />hardware and a Judas window; and <br />•Restore both original wood garage doors at the attached garage and the single <br />north-most garage door at the detached garage (three garage doors in total). <br /> <br />Analysis of the Issues <br />The proposed project, as conditioned, will follow the Secretary of the Interior’s Standards <br />(SOIS) for the Treatment of Historic Properties with Guidelines for Preserving, <br />Rehabilitating, Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne <br />E. Grimmer, revised 2017). The proposed exterior modifications, as conditioned, would <br />be considered a rehabilitation project and as such be evaluated against ten criteria. Staff <br />has reviewed the proposed modifications in comparison to the SOIS. The following is a <br />review of the findings as they pertain to the applicable criteria: <br />1.
