Although the removal <br />of one original double-hung, one-over-one wood window at the north façade is also <br />visible from the public right-of-way, it is further away from the street than the <br />existing, extant wood window, does not impair the overall historic design, and could <br />be reversed through window restoration in the future. Lastly, if the internal <br />alterations were later modified, all exterior changes to the rear (west and north <br />facades) including removed windows, doors, concrete steps and platforms, and <br />wood staircases with wood balconies, could be restored as close as possible to <br />the originals. <br />In conclusion, staff has determined that the project, as conditioned, complies with The <br />Secretary of the Interior’s Standards for Rehabilitation. Specifically, the analysis indicates <br />that the proposed exterior alterations and staircase rehabilitation will be compatible and <br />consistent with the existing architectural elements that reflect the original Minimal <br />Traditional style architecture while being mindful not to disturb the majority of the historic <br />materials that characterize the property at the primary facades. By localizing the scope of <br />work so that the alterations are primarily located on rear or secondary facades, and by <br />proposing a simple staircase design that meets current building code while referencing the <br />original staircase design as close as possible, the property will maintain its historic and <br />character-defining features. <br />Moreover, as detailed in the analysis above, the conditions of approval recommended for <br />the project are fundamental to ensuring compliance with SOIS. Without the conditions of <br />approval, the proposed project would not conform to the SOIS. Specifically, these conditions <br />will require that the property be maintained as a historic property and as a contributor to the <br />French Park National Register Historic District. They will also ensure that the two primary <br />facades (south and east) are restored as close as possible to original conditions and that all <br />appropriate materials and designs are executed in a manner that is compatible with the <br />historic property and meets the SOIS. <br />The role of the Historic Resources Commission is to issue a Certificate of Appropriateness <br />upon finding that the proposed modifications do not substantially change the character and <br />integrity of the historic properties per Santa Ana Municipal Code Section 30-6, meet the <br />Secretary of Interior’s Standards per CEQA and the City’s Certified Local Government <br />agreement with the State of California. Staff finds that the historic exterior modification <br />application meets the necessary criteria to be awarded a Certificate of Appropriateness and <br />should be approved. It is also recommended that staff approve the exact materials and <br />finishes to be used prior to installation to ensure quality and compatibility. <br />Public Notification <br />The project site was posted with a notice advertising this public hearing, a notice was <br />published in the Orange County Reporter and mailed notices were sent to all property <br />owners within 500 feet of the project site.
