<br />Minter Street, subject to nonsubstantive changes approved by the City Manager

<br />Public Hearing: The Historic Resources Commission decision is final unless
<br />appealed to the City Council within 10 days of the decision by any interested
<br />party or group. Legal notice was published in the OC Reporter on February 16,
<br />2024 and notices were mailed on February 26, 2024.
<br />1.HISTORIC RESOURCE COMMISSION APPLICATION NO. 202327, HISTORIC
<br />REGISTER APPLICATION NO. 202401, AND HISTORIC PRESERVATION
<br />AGREEMENT NO. 202401 FOR THE PROPERTY LOCATED AT 944 WEST
<br />BUFFALO AVENUE LOCATED WITHIN THE SINGLEFAMILY RESIDENTIAL (R1)
<br />ZONING DISTRICT.
<br />Project Applicant: Daniel Robert & Jessica Lee Neumann (Property Owners)
<br />Project Description: The applicant is requesting approval of Historic Resources
<br />Commission Application No. 202327, Historic Register Categorization No. 202401,
<br />and Historic Property Preservation Agreement No. 202401 to allow the placement and
<br />categorization in the Santa Ana Register of Historical Properties as “Key” for the above
<br />mentioned property and to execute a Historic Property Preservation Agreement (Mills
<br />Act Agreement) with the City.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15331, Class 31, as this action is designed to preserve a historic resource. Categorical
<br />Exemption No. ER20241 will be filed for this project.
<br />Recommended Action:
<br />1. Adopt a resolution approving Historic Resources Commission Application
<br />No. 202327 and Historic Register Categorization No. 202401 (Exhibit 1).
<br />2. Recommend that the City Council authorize the City Manager and Clerk of
<br />the Council to execute the attached Mills Act agreement with Daniel and
<br />Jessica Neumann, subject to nonsubstantive changes approved by the City
<br />Manager and City Attorney (Exhibit 2).
<br />2.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202309 FOR THE
<br />PROPERTY LOCATED 419 WEST 19TH STREET LOCATED WITHIN THE
<br />SINGLEFAMILY RESIDENTIAL (R1) ZONING DISTRICT.
<br />Project Applicant: Azia Foster & Patrick Lu (Property Owners)
<br />Project Description: The applicant is requesting approval of Historic Exterior
<br />Modification Application (HEMA) No. 202309 for a property listed as a “Contributive” on
<br />the Santa Ana Register of Historical Properties (“Register”), and known as the Yeary
<br />House. Alterations consist of a 413squarefoot rear addition to accommodate a new
<br />primary bedroom and bathroom, interior reconfiguration for a new office and tea parlor,
<br />addition of a rear patio enclosure and a new rear covered patio.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15331, Class 31, as this action is designed to preserve a historic resource. Categorical
<br />Exemption No. ER2023122 will be filed for this project.
<br />Recommended Action:
<br />1. Adopt a resolution approving a Certificate of Appropriateness for Historic
<br />Exterior Modification Application No. 202309, as conditioned.

<br />APPEAL INFORMATION:The formal action by the Commission shall become effective after
<br />the tenday appeal period. An appeal from the decision or requirement of the Commission
<br />may be made by any interested party, individual, or group. The appeal must be filed with the
<br />Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
<br />matters on this agenda for which a public hearing is to be conducted, you may be limited to
<br />raising only those issues which you (or someone else) raised orally at the public hearing or in
<br />written correspondence received by the Commission or City Council at or before the hearing.
