Certified Local Government Program -- 2022-2023 Annual Report <br />(Reporting period is from October 1, 2022, through September 30, 2023) <br />3 <br />D. Review Responsibilities <br />1. Who takes responsibility for design review or Certificates of Appropriateness? <br /> ☐ All projects subject to design review go the commission. <br /> <br />☒ Some projects are reviewed at the staff level without commission review. <br />What is the threshold between staff-only review and full-commission review? Like-for-like changes can be <br />reviewed administratively, as well as minor modifications on a non-primary elevation such as signs, exterior <br />lighting, and restoration. All other projects require commission approval. <br />2. California Environmental Quality Act (CEQA) <br />•Explain the historic preservation staff and commission role in providing input to CEQA documents prepared for or by <br />the local government. If the CEQA document involves a historic resource, it will be presented to the Historic <br />Resources Commission for their input. <br />•Explain the staff and commission role in reviewing CEQA documents for projects that are proposed within the <br />jurisdiction of the local government. Any CEQA document for projects within the jurisdiction of the local <br />government is brought to the Historic Resources Commission in the form of a Study Session and to receive <br />their input. <br />3. Section 106 of the National Historic Preservation Act <br />•Explain the staff and commission role in providing input to Section 106 documents prepared for, or by, the local <br />government. Staff prepares Section 106 documents and if any historic structures may be affected, the <br />document will be brought to the Historic Resources Commission for input. <br />•Explain the staff and commission role in reviewing Section 106 documents for projects that are proposed within the <br />jurisdiction of the local government? The Planning Division staff-person supporting the functions of the Historic <br />Resources Commission prepares Section 106 documents for the City, and if any historic resource may be <br />affected, the Historic Resources Commission is notified. <br /> <br /> <br />
