<br />Recommend that the City Council authorize the City Manager and City

<br />subject to nonsubstantive changes approved by the City Manager and City
<br />Attorney (Exhibit 1).

<br />Recommended Action:
<br />Recommend that the City Council authorize the City Manager and City
<br />Clerk to execute a Historic Property Preservation Agreement (Mills Act)
<br />with David Bush Smith, Trustee of The David Bush Smith Living Trust dated
<br />July 15, 2009, for the property located at 825 North Lacy Street, subject to
<br />nonsubstantive changes approved by the City Manager and City Attorney
<br />(Exhibit 1).
<br />BUSINESS CALENDAR
<br />Public Hearing: The Historic Resources Commission decision is final unless appealed to
<br />the City Council within 10 days of the decision by any interested party or group. Legal
<br />notice was published in the OC Reporter on July 5, 2024, and notices were mailed on said
<br />date.
<br />1.HISTORIC RESOURCE COMMISSION APPLICATION NO. 202329, HISTORIC
<br />REGISTER CATEGORIZATION NO. 202403, AND HISTORIC PROPERTY
<br />PRESERVATION AGREEMENT NO. 202405 FOR THE PROPERTY LOCATED AT 2369
<br />NORTH FLOWER STREET LOCATED WITHIN THE SINGLE RESIDENTIAL (R1)
<br />ZONING DISTRICT.
<br />Project Applicant: Paul J. Gulino & Julie M. Bidmead (Property Owners)
<br />Project Description:Applicants are requesting approval of Historic Resources
<br />Commission Application No. 202329, Historic Register Categorization No. 202403, and
<br />Historic Property Preservation Agreement No. 202405 to allow the placement and
<br />categorization in the Santa Ana Register of Historical Properties as “Key” for the above
<br />mentioned property and to execute a Historic Property Preservation Agreement with the City
<br />of Santa Ana.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA) and
<br />the CEQA Guidelines, the project is exempt from further review under Section 15331, Class
<br />31, as this action is designed to preserve a historic resource. Categorical Exemption No.
<br />ER202416 will be filed for this project.
<br />Recommended Action:
<br />1. Adopt a resolution approving Historic Resources Commission Application No.
<br />202329 and Historic Register Categorization No. 202403 (Exhibit 1).
<br />2. Recommend that the City Council authorize the City Manager and Clerk of the
<br />Council to execute the attached Mills Act agreement with Paul Gulino and Julie
<br />Bidmead, subject to nonsubstantive changes approved by the City Manager and
<br />City Attorney (Exhibit 2).
<br />2.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202403 FOR THE
<br />PROPERTY LOCATED AT 1002 NORTH FRENCH STREET LOCATED WITHIN THE
<br />SPECIFIC DEVELOPMENT (SD19) ZONING DISTRICT.
<br />Project Applicant: Carlos Bustamante, with Urban Living Properties, LLC (Property
<br />Owner & Applicant)
<br />Project Description:Applicant is requesting approval of Historic Exterior Modification
<br />Application (HEMA) No. 202403 for the property addressed as 1002, 1004, and 1004 ½
<br />North French Street; and 313, 313 ½ and 315317 East Tenth Street (collectively 1002 North
<br />French Street). The property is known as the St. ThomasHamilton House and is a
<br />contributor to the National Registerlisted French Park Historic District. Exterior modifications
<br />include removal of a nonoriginal porch enclosure; restoring existing exterior doors and
<br />characterdefining features; removal of nonoriginal wood railings; and installation of metal
<br />guardrails/handrails and concrete pier walls.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA) and
<br />the CEQA Guidelines, the project is exempt from further review under Section 15331, Class
<br />31, as this action is designed to preserve a historic resource. Categorical Exemption No.
<br />ER202454 will be filed for this project.
<br />Recommended Action:
<br />1. Adopt a resolution approving a Certificate of Appropriateness for Historic
<br />Exterior Modification Application No. 202403 as conditioned.

<br />APPEAL INFORMATION: The formal action by the Commission shall become effective after
<br />the tenday appeal period. An appeal from the decision or requirement of the Commission
<br />may be made by any interested party, individual, or group. The appeal must be filed with the
<br />Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
<br />matters on this agenda for which a public hearing is to be conducted, you may be limited to
<br />raising only those issues which you (or someone else) raised orally at the public hearing or in
