Cypress Avenue) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2024-02 as conditioned. <br />EXECUTIVE SUMMARY <br />Lucas Gage (property owner and applicant), is requesting approval of Historic Exterior <br />Modification Application (HEMA) No. 2024-02 for the property addressed as 222 S. Cypress <br />Avenue. Specifically, the request is to allow exterior modifications consisting of restoring <br />all existing vinyl windows to wood windows, consistent with the property’s historical <br />design; legalizing an unpermitted rear porch enclosure; and replacing the non-historic <br />metal handrail at the rear porch with a new wood railing, consistent with existing wood <br />railings elsewhere on the house. As part of the window restoration, existing window trim <br />for all historical windows would be modified as needed to match original window trim <br />dimensions and materials. Additionally, three non-original window openings are proposed <br />to remain; however, the windows will be changed from vinyl to wood. The property is <br />known as the Dinsmore House and is listed in the Santa Ana Register of Historic Properties <br />(Register) in the Category Key. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located at the northwest corner of Cypress Avenue and Pine <br />Street in the Pacific Park neighborhood. The General Plan land use designation for the <br />site is Urban Neighborhood (UN-20), and the property is zoned Multi-Family Residential <br />(R3). The site is currently developed with two freestanding dwellings (115-117 E. Pine <br />Street and 222 S. Cypress Avenue) on a single 7,400-quare-foot lot. The oldest portion <br />of the development (222 S. Cypress Avenue) is a circa-1890 Queen Anne- and Greek <br />Revival-style residence, known historically as the Dinsmore House. Modifications <br />proposed under the current project would be limited to this building. The Dinsmore House <br />shares its parcel with a single-story cottage (115-117 E.
