<br />Public Hearing: The Historic Resources Commission decision is final unless
<br />appealed to the City Council within 10 days of the decision by any interested
<br />party or group. Legal notice was published in the OC Reporter on October 28,
<br />2024, and notices were mailed on said date.
<br />1.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202402 FOR THE
<br />PROPERTY LOCATED AT 222 SOUTH CYPRESS AVENUE LOCATED
<br />WITHIN THE MULTIPLE FAMILY RESIDENCE (R3) ZONING DISTRICT
<br />Project Applicant: Lucas, Jeffrey, and Donna Gage (Property Owners)
<br />Project Description: Applicants are requesting approval of Historic Exterior
<br />Modification Application (HEMA) No. 202402 for the above property. The Property is
<br />known as the Dinsmore House and is listed on the City’s historic register in the Key
<br />Category. Exterior modifications include restoring all existing vinyl windows to wood
<br />windows; legalizing the rear porch enclosure; and replacing the nonhistoric metal
<br />handrail at the rear porch with a new wood railing consistent with existing wood railings
<br />elsewhere on the house. As part of the window restoration, existing window trim for all
<br />historical windows would be modified as needed to match original window trim
<br />dimensions and materials.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
<br />and the CEQA Guidelines, the project is exempt from further review under Section
<br />15331, Class 31, as this action is designed to preserve a historic resource. Notice of
<br />Exemption, Environmental Review No. 202484 will be filed for this project.
<br />Recommended Action:
<br />Adopt a resolution approving a Certificate of Appropriateness for
<br />Historic Exterior Modification Application No. 202402 as conditioned.
<br />2.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202404 FOR THE
<br />PROPERTY LOCATED AT 2208 NORTH FLOWER STREET LOCATED
<br />WITHIN THE SINGLE FAMILY RESIDENTIAL (R1) ZONING DISTRICT
<br />Project Applicant: Vy Lam Han & Stephanie Tuhan Phan (Property Owners)
<br />Project Description: Applicants are requesting approval for Historic Exterior
<br />Modification Application (HEMA) No. 202404 for the property known as the C.J. Young
<br />House, which is part of the National Registerlisted Floral Park Historic District. The
<br />proposed interior remodel of the singlefamily residence includes the demolition of
<br />partition walls and reconfiguration of the floor plan to accommodate the kitchen, dining
<br />room, family room, primary bedroom, and laundry room. The exterior work includes
<br />removal of existing windows, removal of a sliding door, removal of wood windows and a
<br />swing door, and installation of new steel windows and metal door/sliding doors. Work to
<br />also include removal of an existing window for the detached garage, and legalizing
<br />previously unpermitted changes to the detached garage, including removal of sliding
<br />door.

<br />the tenday appeal period. An appeal from the decision or requirement of the Commission
<br />may be made by any interested party, individual, or group. The appeal must be filed with the
<br />Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
<br />matters on this agenda for which a public hearing is to be conducted, you may be limited to
