HEMA No. 2024-02 – The Dinsmore House (222 S. Cypress Avenue)
November 7, 2024
Page 5
4
6
3
5
Standard 4 does not apply, as none of the any non-original features proposed for
removal have attained significance in their own right.
5. Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a property shall be preserved.
As conditioned, the project complies with Standard No. 5. Distinctive materials,
features, finishes, and construction techniques or examples of craftsmanship that
characterize the property will be preserved. Modifications to the historic window
surrounds and repairs and replacement of historic trim, siding, and fascia would
generally involve the loss of only minimal amounts of historic fabric and, where
work would require replacement, would be completed in-kind with materials
consistent with the house’s historic character.
Additional work, such as the replacement of the non-historic vinyl windows and
rear handrail, would involve the removal and replacement of features of relatively
recent construction that are not examples of distinctive features, finishes, or
construction techniques, or of craftsmanship that characterizes the property.
6. Deteriorated historic features will be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture, and, where possible, materials.
Replacement of missing features will be substantiated by documentary and
physical evidence.
The project complies with Standard No. 6. The project would repair and/or replace
deteriorated fascia, trim, siding, and other exterior features, as necessary. The
repair and retention of such features would be the first option; however, where
repair is not feasible, replacement materials would be carefully matched to existing
historical counterparts still present on the building, and would therefore be selected
based on physical evidence, in compliance with this Standard.
7. Chemical or physical treatments, if appropriate, will be undertaken using the
gentlest means possible. Treatments that cause damage to historic materials will
not be used.
Standard 7 does not apply, as the project will not involve chemical or physical
treatments on the building and will be in full compliance with Standard No. 7.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken.
