The <br />south elevation includes legalizing the removal of a previously existing metal horizontal <br />sliding window, the removal of existing wood door and metal screen, and the removal of <br />a wood horizontal window and French doors for two metal casement windows. The west <br />elevation includes the removal three existing vinyl windows for glazed metal sliding doors. <br />Lastly, the work would also include new brick within the porch area to level the existing <br />brick floor, the removal of an existing window along the north elevation of the detached <br />garage, and legalizing previously unpermitted changes to the detached garage, including <br />removal of sliding door along north and west elevation. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located on the west side of North Flower Street, between Santa <br />Clara Avenue and 19th Street, in the Foral Park National Register Historic District. The <br />General Plan land use designation for the site is Low Density Residential (LR-7), and the <br />property is zoned single-family residential (R-1). The site is currently developed with a <br />single-family residence and detached garage on a 9,500-square-foot residential lot. The <br />single-story residence and garage were constructed in 1954, with the residence exhibiting <br />elements of the Minimal Traditional and Ranch styles of architecture. Alterations to the <br />residence include the replacement of select windows on the primary (east) and west <br />facades with vinyl sashes and the filling in of a doorway on the north elevation. The <br />property is a contributor to the National Register-listed Floral Park Historic District, which <br />is also listed on the California Register of Historical Resources. However, the property is <br />not individually listed in the National Register, California Register, or Santa Ana Register. <br />Historic Property Description <br />The C.J. Young House consists of a single-story residence and detached garage. <br />Constructed with elements of the Minimal Traditional and Ranch styles, the residence has <br />an L-plan, concrete foundation, and cross-gabled roof with minimal overhangs, which are <br />winged at some gable-end locations. Cladding prominently features board-and-batten <br />siding on the primary elevation and wrapping around adjacent corners. Elsewhere exterior <br />surfaces are stuccoed or display horizontal plank siding, as at the upper reaches of some <br />gable ends. The main entrance is located on front porch and consists of a wood-panel <br />door with fanlight glazing accompanied by a rectangular sidelight. Features of the porch, <br />which spans approximately two thirds of the primary façade, include bi-level brick flooring <br />and a broad overhang with exposed rafters with rounded tails. Wood posts with simple <br />bracing support the overhang. Indicative of the Ranch style of architecture, windows show <br />a variety of materials and configurations; historic windows include multi-pane steel <br />casement; paired, three-over-three sliding wood; and two paired 15-light wood sliding <br />sashes, while there are also several non-original vinyl and metal sashes.
