Planning and Building Agency <br />Item # c <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />March 6, 2025 <br />Topic: Certified Local Government 2023-2024 Annual Report <br />RECOMMENDED ACTION <br />Receive and File the Certified Local Government 2023-2024 Annual Report. <br />EXECUTIVE SUMMARY <br />Certified Local Government historic preservation programs are required to submit an <br />annual report to the State Office of Historic Preservation and the National Park Service <br />to summarize the achievement and activities of the local agency prior to the annual March <br />28, 2025 deadline. <br />DISCUSSION <br />Background <br />The National Historic Preservation Act provides for the establishment of Certified Local <br />Government Programs (CLG) to encourage the direct participation of local governments <br />in the identification, evaluation, registration, and preservation of historic properties <br />within their jurisdictions. In addition, the program promotes the integration of local <br />preservation interests into local planning and decision-making processes. The program <br />is a partnership among local governments, the State of California Office of Historic <br />Preservation (OHP), and the National Park Service (NPS), which is responsible for <br />administering the National Historic Preservation Program. <br />With City Council endorsement in 2001, the City of Santa Ana applied for and was <br />accepted into the CLG program. Each year, CLG communities are required to submit <br />an annual report to assist OHP in tracking the local preservation program's ongoing <br />activities. The Santa Ana CLG Annual Report (Exhibit 1) will be submitted to California <br />OHP prior to the March 28, 2025 deadline. The report summarizes the achievement and <br />activities of Santa Ana’s Historic Preservation Program during the October 1, 2023 <br />through September 30, 2024 timeframe. These achievements include 9 historic listings, <br />16 Mills Act Agreements, five certificates of appropriateness, and continued efforts to <br />implement the Historic Preservation Element implementation actions, which were <br /> <br /> <br />
