PLC Programming and Consulting Services RFP Response x ENTERPRISE <br />EA Project Number: EA25CSAl60, 0.0.0 AUTOMATION <br />A TETRA TECH COMPANY <br />3. Understanding Scope of Services <br />Enterprise Automation understands that the City, through this RFP, is seeking a highly qualified <br />Industrial Automation Systems Integrator that will: <br />1. Investigate and document existing control circuits for which no documentation or <br />outdated documentation exists <br />2. Troubleshoot existing control circuits to help identify root problems affecting the control <br />process <br />3. Provide PLC program support (update and troubleshoot existing programs and develop <br />new programs) <br />4. Provide HMI/OIT support (add new screens, write new programs, troubleshoot existing <br />programs) <br />5. Provide PLC maintenance (firmware updates, PLC component testing, point to point 10 <br />testing, etc.) <br />6. Provide support for the dedicated SCADA Network (network troubleshooting, update <br />network drawings) <br />Following is a summary of our approach to these services. A detailed scope of work aligning with <br />the Fee Proposal for Well 40 is included in Appendix A. <br />3.1 Documentation Investigation <br />EA understands the importance of accurate documentation for controls systems and takes great <br />measures to ensure our clients have thorough documentation that can be used to maintain their <br />system. Without the existence of design documentation or unreliable documentation, a system <br />becomes much more difficult to troubleshoot and correct issues. <br />For a project with existing documentation, especially if it is unknown if the documentation is in an <br />as -built state, EA will conduct an onsite investigation to verify the accuracy of the documentation. <br />Where there are discrepancies, EA will redline existing documents to match onsite conditions. <br />If a project has no site documentation or is a brand new site, EA will include the development of <br />site documentation in our scope of work. This assists in future troubleshooting efforts and allows <br />EA to conduct programming activities in a much more efficient manner. <br />3.2 Program Investigation and Troubleshooting <br />A prerequisite for accurate program investigation and troubleshooting is having design <br />documentation that details how the program is supposed to operate for a given site. After EA <br />gathers, verifies, and/or develops new documentation, EA will be properly equipped to conduct a <br />program investigation and troubleshooting tasks. <br />EA will primarily utilize a program backup to investigate and make changes to a client's programs. <br />After identifying the source of the issue, EA will make updates on our internal test platform <br />(discussed in Section 3.3) prior to deploying the fixes to the live system. This methodology <br />promotes risk mitigation practices, ensuring changes to programs do not cause unexpected <br />issues prior to implementing them on the live controls system. <br />
