Water System Mapping and Software Services <br />September 16, 2025 <br />Page 2 <br />5 <br />3 <br />2 <br />5 <br />On April 22, 2025, PWA released Request for Proposals (RFP) No. 25-030 for qualified <br />firms to provide water system mapping and software services of the entire water <br />distribution system and sources of supply. The RFP was advertised on the City’s online <br />bid management and publication system, PlanetBids, with proposals due on May 22, <br />2025. System records indicate a total of 216 vendors were notified, with 30 vendors <br />downloading bidding documents, and one proposal received. <br />Staff recommends awarding an agreement (Exhibit 2) to iWater Inc. for digital water <br />mapping services, computer hardware configuration and installation, professional on- <br />call services, and system service support. Due to the specific requirements outlined in <br />the RFP, including remote and on-site support of the iWater, Inc.-developed infraMAP <br />software, iWater, Inc. is uniquely qualified within the industry to provide the requested <br />services. <br />Since 2009, the City has maintained an agreement with iWater, Inc. for digital water <br />mapping services, computer hardware configuration and installation, professional on- <br />call services, and system service support of infraMAP software. The scope of services <br />has evolved over the years to include GIS mapping updates, continual software and <br />hardware maintenance and support, cloud-based systems integration with deployment <br />of the infraMAP-NOW application, and on-site support for both office and field staff. <br />iWater has consistently performed satisfactory work throughout each agreement. This <br />agreement will ensure continuity of service in order for the City to utilize these essential <br />operational resources. iWater’s proposal demonstrates the firm has the necessary <br />technical expertise and capacity to complete the scope of work identified in the RFP. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />Funding is available in the Fiscal Year 2025-26 budget and funding for subsequent fiscal <br />years will be included in the proposed budgets for City Council consideration.
