IV. CERTIFICATE OF PERSONNEL <br />• Acceptance sampling and testing shall be performed by personnel of either the County of <br />Orange's Materials Testing Laboratory or a private testing laboratory selected by the City. <br />The personnel who will conduct the sampling and testing must be certified. They can be <br />certified by Caltrans' District Materials Engineer, The National Institute for Certification in <br />Engineer Technologies, or other authority acceptable by the Resident Engineer of the City of <br />Santa Ana (Resident Engineer) to be proficient in acceptance sampling and testing. The <br />personnel shall possess a current certificate of proficiency. A copy of each person's certificate <br />must be on file in both Caltrans' District Materials Laboratory and in the Resident Engineer's <br />office. The certificate shall list the sampling and testing which the individual is authorized to <br />perform. <br />• The laboratory for the project must be under the responsible engineering management of a <br />registered professional engineer with experience in inspection and testing of construction <br />materials. This engineer must certify the results of all tests performed by the lab personnel <br />under his/her supervision. <br />• Standard Specifications for Public Works Construction (Green Book) are used for all City <br />projects. According to Section 4-1.3.3, the City shall select a testing laboratory to sample and <br />test materials at locations too distant for the local testing lab to conduct testing and sampling. <br />Depending on terms of the contract, the costs may be borne by the contractor but the <br />contractor shall not select or exercise authority over this testing laboratory. <br />• Acceptance testers from either the Orange County Materials Testing Laboratory or a private <br />testing laboratory shall carry adequate identification with them so that the Independent <br />Assurance testing personnel can verify the acceptance testers' certificates. <br />The City will obtain services from the County of Orange's and the private testing laboratories <br />only after they show evidence that they meet the following criteria: <br />1. Correlation Testing Program: the materials laboratory shall be a participant in one or <br />more of the following testing programs: <br />a. AASHTO Materials Reference Laboratory (ARML) <br />b. Cement and Concrete Reference Laboratory (CCRL) <br />c. Caltrans' Reference Samples Program (RSP) <br />2. These testing laboratories are to maintain laboratory testing equipment in accordance <br />with recognized national standards. <br />3. All their sampling and testing personnel used on the City projects are certified as <br />described above. <br />4. They have an independent assurance testing and sampling program. This program can be <br />performed either by their own personnel not involved in the acceptance testing and <br />sampling or by another quality assurance organization. <br />City of Santa Ana Quality Assurance Program 2020 <br />Page 4 <br />
