8 <br />B. Notification of Email Contact Changes <br />1. Contractors shall assure that at all times the email address on file at the <br />CDSS is accurate for contacting the following individuals: <br />a. Executive Officer <br />b. Program Director <br />2. Contractors shall utilize procedures provided by the CDSS to electronically <br />add new addresses or delete old addresses, as needed. <br />C. Materials Developed with Contract Funds (5 CCR 18016) <br />1. If the contractor receives income from materials developed with contract <br />funds, the use of the income shall be restricted to the childcare and <br />development program. <br />2. If the materials were developed in part with contract funds, the income from <br />the sale of the materials that shall be used in the child development and <br />development program shall be computed in direct proportion to the share of <br />contract funds used in development of the materials. <br />3. Materials developed with contract funds shall contain: <br />a. An acknowledgement of the use of state funds in the development of <br />materials; <br />b. A disclaimer that the contents do not necessarily reflect the position or <br />policy of the CDSS. <br />D. Issuance and Use of Checks (5 CCR 18018) <br />Except for external payroll services, private contractors: <br />1. Shall not use any pre-signed, pre-authorized, or pre-stamped checks without <br />the prior written approval of the CDSS; and <br />2. Shall require two (2) authorized signatures on all checks unless: <br />a. The contractor has a policy approved by its governing board requiring dual <br />signatures only on checks above a specified dollar amount. <br />b. The annual audit verifies that appropriate internal controls are maintained. <br />E. Prohibition against Loans and Advances (5 CCR 18019) <br />1. Contractors shall not loan contract funds to individuals, corporations, <br />organizations, public or private agencies.
