79 <br />Subcontract for childcare and development services means a specific type of <br />subcontract where the contractor enters into a written agreement with another <br />entity to carry out all or part of the childcare and development services. <br />Subsidized families means eligible families who are receiving childcare and <br />development services and on whose behalf the CDSS is providing a <br />reimbursement, in whole or in part. (5 CCR 18074.1(d)) <br />Support services means those services which, when combined with childcare <br />and development services, help promote the healthy physical, mental, social, and <br />emotional growth of children and families. Support services include, but are not <br />limited to: protective services, parent training, provider and staff training, <br />transportation, parent and child counseling, child development resource and <br />referral services, and child placement counseling. (WIC 10213.5(ae)) <br />Suspension means any removal of a child from all or part of the program day, or <br />the prevention of a child from attending the program for one or more days, in <br />response to the child’s behavior. (WIC 10491) <br /> Time Out means that a family receiving CalWORKs Stage 1 or Stage 2 <br />childcare services becomes ineligible for Stage 1 or Stage 2 because the adult <br />has been off cash aid for twenty-four (24) months. (5 CCR 18400(r)) <br />Total contract amount for the purposes of determining the limit of allowable <br />administrative and program support services for Alternative Payment type <br />programs means either the initial maximum reimbursable amount or the total of <br />direct payments to providers, which includes family fees for certified children and <br />interest earned on advanced contract funds, plus reimbursable administrative <br />and support services costs, whichever is greater. (5 CCR 18013(u)) <br />Total countable income means all income of the individuals counted in the <br />family size (5 CCR 18078(w)) including, but not limited to, the following: <br />a. Gross wages or salary, advances, commissions, overtime, tips, bonuses, <br />gambling, or lottery winnings; <br />b. Wages for migrant, agricultural, or seasonal work; <br />c. CalWORKs cash aid; <br />d. Gross income from self-employment less business expenses with the <br />exception of wage draws; <br />e. Disability or unemployment compensation; <br />f. Workers’ compensation;
