Consolidated Annual Performance and Evaluation Report for FY 2024-25 <br />September 16, 2025 <br />Page 2 <br />5 <br />3 <br />1 <br />3 <br />Year Consolidated Plan. <br />In addition to detailing the projects and initiatives carried out during the past Fiscal Year, <br />the CAPER evaluates the City’s progress toward the five-year goals and objectives <br />established in the Consolidated Plan. This includes both quantitative benchmarks and <br />qualitative outcomes to ensure accountability and transparency in the use of federal <br />resources. The Fiscal Year 2024-25 CAPER marks the fifth and final report under the <br />current Consolidated Plan cycle and provides a cumulative reflection on the City’s <br />success in advancing community development, affordable housing, and homelessness <br />prevention priorities over the past five years. <br />The following table highlights accomplishments achieved during Fiscal Year 2024-25 <br />with funding from the CDBG, ESG, and HOME Programs: <br />General Activity Accomplishments <br />Capital Improvements <br />•1,780 residents were assisted through the improvements <br />of neighborhood facilities, parks and recreation facilities, <br />and street improvements. Specifically, several streets <br />were rehabilitated/reconstructed in the Heninger <br />Neighborhood. <br />Economic <br />Development <br />•Provided 14 small business incentive grants to small <br />businesses. The CDBG Microenterprise program's <br />primary purpose is to foster economic development by <br />assisting businesses with five or fewer employees, <br />aiming to create or retain permanent jobs for low- to <br />moderate-income (LMI) individuals. Funds can support <br />entrepreneurial training, technical assistance, working <br />capital, and other services to help these small businesses <br />start or expand, thereby creating economic opportunities <br />principally for people of low- and moderate-income <br />•Eligible small businesses each received between $2,500 <br />to $5,000. <br />Public Services <br />•Provided a total of $721,209 for 16 nonprofit <br />organizations to administer 16 programs and served a <br />total of 2,031 persons. <br />•America on Track, Delhi Center, Neutral Ground, and <br />Orange County Children’s Therapeutic Arts Center, <br />specifically, provided youth services that included <br />tutoring, education, recreation, fitness, a classical music <br />program, and gang prevention. <br />•Templo Calvario provided youth and family services that <br />included financial empowerment, education, leadership, <br />and financial workshops. <br />•Community Legal Aid SoCal, Lutheran Social Services of <br />Southern California, and Human Options provided
