The SBSFA envisions <br />a built environment that includes: <br />1) New development that establishes vibrant public outdoor space appropriately <br />scaled to the size and type of project; <br />2) Building designs that are dynamic and strong, creating a distinct impression; and <br />3) Office and mixed -use spaces of similar scale to those south of Sunflower Avenue. <br />Proiect Backaround <br />On August 7, 2023, the Applicant submitted the Project to the City for review by the <br />Development Review Committee (DRC). Since the initial submittal, the Applicant has held <br />numerous community meetings and has revised the Project to incorporate feedback <br />received from the community and comments provided by the DRC. Over the last year, <br />the Applicant worked with staff to finalize technical reports, including the final SEIR. <br />PROJECT ANALYSIS <br />Specific Plan No. 6 <br />Pursuant to Section 41-592 of the SAMC, the approval and establishment of a specific <br />plan requires approval of an ordinance by the City Council, with the Planning Commission <br />serving as an advisory body. Furthermore, Government Code Section 65451 requires that <br />a specific plan include text and diagrams that specify: <br />1) The distribution, location, and extent of the uses of land, including open space, in <br />the area covered by the specific plan; <br />2) The proposed distribution, location, and extent and intensity of major components <br />of public and private transportation, sewage, water, drainage, solid waste disposal, <br />energy, and other essential facilities proposed within the area covered by the <br />specific plan and needed to support land uses described in the specific plan; <br />3) Standards and criteria by which development will proceed, and standards for the <br />conservation, development, and utilization of natural resources, where applicable; <br />and <br />4) A program of implementation measures, including regulations, programs, <br />infrastructure projects, and financing measures necessary to execute the specific <br />plan. <br />
