RESOLUTION NO. 2025-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTAANA: (1) CERTIFYING THE FINAL SUPPLEMENTAL <br />ENVIRONMENTAL IMPACT REPORT FOR THE VILLAGE <br />SANTA ANA SPECIFIC PLAN PROJECT (SCH NO. <br />2020029087); (2) ADOPTING ENVIRONMENTAL FINDINGS <br />OF FACT AND A STATEMENT OF OVERRIDING <br />CONSIDERATIONS FOR THE PROJECT PURSUANT TO <br />THE CALIFORNIA ENVIRONMENTAL QUALITY ACT; AND <br />(3) ADOPTING THE MITIGATION MONITORING AND <br />REPORTING PROGRAM <br />WHEREAS, in April 2022, the City of Santa Ana ("City") certified the General Plan <br />Update (GPU) Final Environmental Impact Report (FEIR) (SCH No. 202002908) and <br />adopted its GPU; and <br />WHEREAS, the GPU Land Use Element guides development by designating land <br />uses, evaluates the potential environmental effects associated with implementation of the <br />GPU, and addresses appropriate and feasible mitigation measures that would minimize <br />or eliminate these impacts; and <br />WHEREAS, The Village Santa Ana Specific Plan Project ("Project") site is located <br />within the GPU South Bristol Street Focus Area (SBSFA) and is consistent with the GPU <br />land use designation; and <br />WHEREAS, the Project includes 11 addresses (1561, 1611, 1621, 1631, 1641, <br />and 1661 West Sunflower Avenue; 3820, 3840, and 3951 South Plaza Drive; and 3811 <br />and 3851 South Bear Street) and seven parcels (412-131-10, 412-131-20, 412-131-21, <br />412-451-01, 412-451-02, 412-451-03, and 412-451-04), collectively referred to as 1561 <br />W. Sunflower Avenue ("Project Site"). <br />WHEREAS, the Project entails, among other things: (1) demolition of the existing <br />structures on the Project Site; (2) the establishment of a new The Village Santa Ana <br />Specific Plan (SP No. 6) and a change of zone for the Project Site from Specific <br />Development No. 48 (SD-48) to SP No. 6 designation; (3) redevelopment of the Project <br />Site into an urban village consisting of up to 1,583 residential units, 80,000 square feet of <br />retail space, and 300,000 square feet of office space, including 7.5 acres of publicly <br />accessible open space and onsite parking and landscaping; and (4) approval of Vesting <br />Tentative Tract Map (VTTM) No. 2025- 06; and <br />WHEREAS, the City, in accordance with the California Environmental Quality Act <br />(CEQA), determined that a Supplemental Environmental Impact Report (SEIR) to the <br />GPU FEIR is required to evaluate the potential of the Project to result in new or <br />substantially greater environmental impacts than previously identified in the GPU FEIR, <br />and therefore did not prepare an initial study in accordance with State CEQA Guidelines <br />Section 15063(a); and <br />Resolution No. 2025-XXX <br />Page 1 of 7 <br />
