WHEREAS, the City received eight (8) written comment letters on the Draft SEIR; <br />and <br />WHEREAS, pursuant to Public Resources Code Section 21092.5, the City <br />provided copies of its responses to commenting public agencies at least ten (10) days <br />prior to the City's consideration of the Final SEIR, on August 4, 2025; and <br />WHEREAS, on August 4, 2025, the City released the Final SEIR; and <br />WHEREAS, the Final SEIR consists of the Draft SEIR, all technical appendices <br />prepared in support thereof; all documents incorporated by reference, all written <br />comments letters received on the Draft SEIR, written responses to all written comments <br />letters and verbal comments received on the Draft SEIR, revisions to the Draft SEIR and <br />technical appendices, the Mitigation Monitoring and Reporting Program (MMRP), and <br />Statement of Overriding Considerations; and <br />WHEREAS, on August 11, 2025, the Planning Commission conducted the public <br />hearing to consider the Final SEIR and the Project, and solicited comments on the <br />document. After hearing all relevant testimony from staff, the public and the City's <br />consultant team, the Planning Commission voted to recommend that the City Council <br />certify the SEIR for the Project, adopt Environmental Findings of Fact and a Statement of <br />Overriding Considerations for the Project, adopt a MMRP for the Project, and approve the <br />Project; and <br />WHEREAS, on September 16, 2025, the City Council held a duly noticed public <br />hearing to considerthe Final SEIR and the Project, at which hearing members of the public <br />were afforded an opportunity to comment and the Project was fully considered; and <br />WHEREAS, all potentially significant adverse environmental impacts were <br />sufficiently analyzed in the Final SEIR; and <br />WHEREAS, as contained herein, the City has endeavored in good faith to set forth <br />the basis for its decision and recommendations on the Project; and <br />WHEREAS, all of the requirements of the Public Resources Code and the CEQA <br />Guidelines have been satisfied by the City in connection with the preparation of the Final <br />SEIR, which is sufficiently detailed so that all of the potentially significant environmental <br />effects of the Project have been adequately evaluated; and <br />WHEREAS, the Final SEIR prepared in connection with the Project sufficiently <br />analyzes the Project's potentially significant environmental impacts, and the Final SEIR <br />analyzes a range of feasible alternatives to address whether these effects can be reduced <br />to a level of less than significant; and <br />WHEREAS, the City has made certain findings of fact, as set forth in Exhibit A to <br />this Resolution, attached hereto and incorporated herein, based upon the oral and written <br />evidence presented to it as a whole and the entirety of the administrative record for the <br />Project, which are incorporated herein by this reference; and <br />Resolution No. 2025-XXX <br />Page 3 of 7 <br />
