4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />Explanation of the Rationale: The Project site has a General Plan land use designation of DC- <br />5, which is intended to provide urban retail, residential, mixed -use, and employment centers with <br />an intensity of up to 5.0 floor area ratio and/or 125 dwelling units per acre, and a maximum height <br />of 25 stories. The Project would be consistent with this land use designation and development <br />standards, as it would include mixed -use commercial and residential buildings ranging up to 25 <br />stories with an intensity of up to 5.0 floor area ratio and 125 dwelling units per acre. The Project <br />site is currently zoned as SD-48; however, the project's specific plan would replace SD-48 as the <br />zoning for The Village and would contain the development standards, permitted uses, and <br />administrative processes for future development at the Project site. <br />As the Project would be designed with a cohesive style that is compatible with its surrounding <br />development, the Project would support the existing visual character of the Project area. <br />Therefore, the Project would not conflict with applicable zoning and other regulations governing <br />scenic quality, and impacts would be less than significant. (Draft Supplemental EIR, <br />pp. 5-6 — 5-7.) <br />Threshold AE-4: The Project would not create a new source of substantial light or glare <br />which would adversely affect day or nighttime views in the area. <br />Findings: The City finds that the Project would result in less than significant impacts to aesthetics <br />related to light and glare. (Draft Supplemental EIR, pp. 5-7 — 5-8.) <br />Explanation of the Rationale: The Project would intensify development at the Project site both <br />horizontally and vertically, with a mix of residential, commercial, office, parking, and open space <br />uses. Thus, the Project would result in additional sources of light, such as building lighting, <br />landscape lighting, lighting along pedestrian pathways, security lighting, and parking lot lighting. <br />In addition, the Project would result in additional sources of glare due to light reflecting off parked <br />or traveling cars and building windows. However, the Project would utilize lighting that is typical <br />of the existing and surrounding developments. In addition, similar to development under the GPU, <br />the Project would be required to comply with the Title 24 Standards as amended by the Santa <br />Ana Municipal Code Chapter 8, Article II and the City's Lighting Standards (Section 5 of the City's <br />Engineering Standards and Plans). In addition, the specific plan specifies implementation of the <br />exterior and landscape lighting design requirements. Therefore, because the Project would <br />comply with applicable regulations and implement lighting design criteria, the Project would not <br />adversely affect day or nighttime views in the area and impacts would be less than significant. <br />(Draft Supplemental EIR, pp. 5-7 — 5-8.) <br />Cumulative Impacts: The Project would not result in cumulative impacts concerning aesthetics. <br />Findings: The City finds that the Project would result in less than significant cumulative impacts <br />to aesthetics. (Draft Supplemental EIR, pp. 5-5 — 5-8.) <br />Explanation of the Rationale: The Project is a mixed -use project located on an infill site. The <br />Project would include development that would be at a greater intensity and density in both height <br />and area, as well as additional sources of light, as compared to existing conditions.
