4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />Findings: The City finds that the Project would result in no impact to agriculture and forestry <br />resources related to the loss of forestland or conversion of forest land to non -forest use. (Draft <br />Supplemental EIR, p. 5-9.) <br />Explanation of the Rationale: The GPU PEIR states that the City does not have any land <br />designated or zoned for forestland. The Project site is currently developed with existing <br />commercial retail and surface parking lot uses and does not contain any forest land. Therefore, <br />the Project would not result in the loss of forest land or convert forest land to non -forest use. (Draft <br />Supplemental EIR, p. 5-9.) <br />Threshold AF-5: The Project would not involve other changes in the existing environment, <br />which, due to their location or nature, could result in conversion of <br />Farmland to nonagricultural use or conversion of forestland to non - <br />forest use. <br />Findings: The City finds that the Project would result in no impact to agriculture and forestry <br />resources related to other changes in the existing environment which could result in conversion <br />of Farmland to nonagricultural use or conversion of forestland to non -forest use. (Draft <br />Supplemental EIR, p. 5-9.) <br />Explanation of the Rationale: The City does not have any significant agricultural resources or <br />land designated or zoned for forestland, timberland, or timberland zoned Timberland Production. <br />The Project site and vicinity are designated as "Urban and Built -Up Land," and no farmland exists <br />on the Project site or surrounding uses. Therefore, the Project would not convert farmland or <br />forest land to non-agricultural or non -forest use. (Draft Supplemental EIR, p. 5-9.) <br />Cumulative Impacts: The Project would not result in cumulative impacts concerning agriculture <br />and forestry resources. <br />Findings: The City finds that the Project would result in no cumulative impacts concerning <br />agriculture and forestry resources. (Draft Supplemental EIR, pp. 5-8 — 5-9.) <br />Explanation of the Rationale: The City does not have any significant agricultural resources or <br />land designated or zoned for forestland, timberland, or timberland zoned Timberland Production. <br />Additionally, Orange County does not have any land subject to the Williamson Act Contract. The <br />Project site and vicinity are designated as "Urban and Built -Up Land," and no agriculture or <br />forestry resources exists on the Project site or surrounding uses. (Draft Supplemental EIR, pp. 5- <br />8-5-9.) <br />4.3 AIR QUALITY <br />Threshold AQ-4: The Project would not result in other emissions, such as those leading to <br />odors, adversely affecting a substantial number of people. <br />Findings: The City finds that the Project would result in less than significant impacts to air quality <br />related to other emissions, such as odors.
