MOTION: Commissioner Alvarado moved to nominate Commissioner Baeza <br />for Item No. 7, seconded by Chair Mcloughlin. <br />The motion carried, 6-0-1, by the following roll call vote: <br />AYES: COMMISSIONER ALVARADO, COMMISSIONER BAEZA, <br />COMMISSIONER CHENEY, COMMISSIONER REYNOSO, <br />VICE CHAIR KLEIN, CHAIR MCLOUGHLIN <br />NOES: NONE <br />ABSTAIN: NONE <br />ABSENT: COMMISSIONER VIDAURRI <br />Status: 6-O -1 Pass <br />8. First Street Multimodal Boulevard Study Stakeholder Ad Hoc <br />Committee <br />Recommended Action: Approve an Ad Hoc Committee consisting of no more <br />than three (3) commissioners to assist and provide feedback on the First <br />Street Multimodal Boulevard Study for City Traffic Engineering. <br />MINUTES: Senior Transportation Analyst Mike Arizabal delivered an informational <br />presentation on the First Street Multimodal Boulevard Study, outlining the project's <br />background, community outreach and engagement efforts, and ETAC's <br />participation and input. The City Council approved the General Plan Mobility <br />Element in April 2022, and funding for this project will support the planning and <br />design of multimodal improvements along a three-mile segment of First Street in <br />Santa Ana. These improvements include protected bike lanes, enhanced lighting, <br />pedestrian crossings and updated bus technology infrastructure and amenities. <br />Commissioners Cheney and Klein volunteered to serve on the Ad Hoc Committee. <br />Director Saba and Analyst Arizabal addressed questions from the Commission <br />following the presentation. <br />STAFF COMMENTS <br />MINUTES: Director Saba announced his retirement. <br />COMMISSIONER COMMENTS <br />MINUTES: None <br />AGENDA ITEMS FOR FUTURE MEETINGS: <br />-Speed Management Policy <br />-PCC vs. Asphalt Presentation <br />CITY COUNCIL 4 JULY 1, 2025 <br /> <br /> <br />City Council 6 – 67 9/16/2025
