Page 6 of 25 Quality Assurance Plan 2019 <br />DEFINITION OF TERMS <br />American Association of State Highway and Transportation Officials (AASHTO) <br />A standards setting body which publishes specifications, test protocols and guidelines which <br />are used in highway design and construction throughout the United States. <br /> <br />Acceptance Testing (AT) <br />Sampling and testing, or inspection, to determine the degree of compliance with contract <br />requirements. <br /> <br />AASHTO re:source <br />Part of the Engineering and Technical Services division of AASHTO that implements the <br />Laboratory Assessment Program, Proficiency Sample Program, and AASHTO Accreditation <br />program for soils, aggregate, and bituminous materials. <br /> <br />Independent Assurance Program (IAP) <br />A program to verify that AT is being performed correctly by qualified technicians and <br />laboratories. <br /> <br />Quality Assurance Program (QAP) <br />A sampling and testing program that provides assurance that the materials and workmanship <br />incorporated into the construction project are in conformance with the contract <br />specifications. The main elements of a QAP are AT and IAP. <br /> <br />Source Inspection <br />AT of manufactured and prefabricated materials at locations other than the job site, <br />generally at the manufactured location. <br />  <br />  <br />City Council 21 – 66 9/16/2025
