REDEVELOPMENT OVERVIEW UPDATE - (Kathe Head, Consultant, <br />Keyser-Marston) <br />Ms. Head provided a handout and reviewed a PowerPoint presentation on <br />__ the general sense of how redevelopment works -what can and cannot be <br />~. done and answered questions from the Commissioners. Ms. Head <br />explained that an agency's goals and objectives are to eliminate blight, <br />stimulate private investment, attract and retain businesses, create a <br />balanced environment, and generate revenue. The presentation included <br />information on the following: <br />• Property tax basics and property tax sharing. <br />• Tax increment bond financing and alternative uses of tax increment. <br />• What an agency should consider in making financial assistance <br />decisions. <br />• A case study of the City Huntington Beach. <br />4. BUSINESS IMPROVEMENT DISTRICT (BID) UPDATE - {Pat Whitaker) <br />• Bill Manis is continuing to work with the Downtown merchants and is <br />receiving positive feedback. <br />• Agreements were signed and budgets were submitted by the merchant <br />leaders in the Downtown, Bob Stewart and Elsa Gomez. <br />• The Downtown Santa Ana Business Council {Bob Stewart) has also <br />entered into an agreement with a consultant.
