*** END OF CONSENT CALENDAR *** <br />WORK STUDY SESSION <br />3. AFFORDABLE HOUSING - (Kathe Head, Consultant, Keyser-Marston) <br />Ms. Head provided a handout, reviewed a PowerPoint presentation on <br />affordable housing issues specific to the City of Santa Ana, and answered <br />questions from the Commissioners. Ms. Head explained that the <br />Agency's primary objective is to create, improve and preserve affordable <br />housing and that the secondary purpose is to eliminate blight by replacing <br />existing uses with new development. Details about the feasibility gap and <br />the affordability gap were also given. Some of the information was <br />previously discussed as part of AB'1290 and this presentation included <br />more general information on the following: <br />• Housing Set-Aside Requirements <br />• Replacement Housing Requirements <br />• Inclusionary Housing Requirements <br />• Other Requirements including: that the Agency must spend at least <br />2d% of the housing funds for very-low & low income households in <br />proportion to unmet need; that the Agency must limit expenditures on <br />senior citizen projects to the same proportion as 65+ population in the <br />City; and that, by law, prevailing wages must be paid by any assisted <br />project developer and that there are exceptions such as when the <br />housing fund is the only assistance. <br />~. BUSINESS IMPROVEMENT DISTRICT (BID) UPDATE - (Pat Whitaker) <br />• The restaurantlArtist Village group has signed its agreement and has <br />begun drawing funds. <br />• Negotiations are continuing with the retail merchants group on <br />finalizing some language and their agreement has not been signed as <br />yet. When finalized, they, too, will be able to draw funds. <br />• Available funds are proportionally split. <br />• The two groups are making progress and have worked out most of <br />their issues and are looking forward to making improvements. <br />• The process of hiring a BID consultant continues. <br />• Commissioner Rodriguez requested copies of the signed agreements <br />so that the Commission can refer to them when working on the next <br />BID budget. <br />CRHC MINUTES 3 August 1B, 2005 <br />
