MOTION: Stroud SECOND: Leon <br />~ 1 VOTE: AYES: Leon, Macres, Sarmiento, Stroud (4} <br />NOES; Turner (~ } <br />ABSENT: Betancourt, Rodriguez (2), Advisory <br />Garcia <br />WORK STUDY SESSION <br />Work Study Sessions provide the Community Redevelopment and Housing Commission an <br />opportunity to study complicated issues prior to making a decision(s) or to review programs, <br />projects andlor proposals. <br />2. BUSINESS IMPROVEMENT DISTRICT (BID) UPDATE <br />Patricia C. Whitaker reiterated Council's recommendation of January 3, 2005, <br />directing staff to work with the Downtown Business Community, the Community <br />~- ~ Redevelopment and Housing Commission, and all other interested parties to develop <br />anew Business Improvement District structure with two zones and a partial year <br />assessment levy for its consideration within 120 days. A public hearing is scheduled <br />at the regularly scheduled Council meeting of January 18, 2005, at which time the <br />public may voice their opinions. <br />A discussion ensued. <br />• The Commission is concerned as to what exactly their advisory role is in <br />relation to Council's recommendation about the BID at its January 3, 2005, <br />meeting. Mrs. Whitaker advised Commission members to speak with their <br />respective Council members regarding any concerns and for clarification of <br />expectations. <br />• The Commission expressed concerns about their remaining the BID Advisory <br />Board and what is expected of them as they are concerned with making the <br />best recommendations possible to Council. <br />• The Commission would like to hear from the public and inquired as to the <br />proper forums for further discussions about the BID. <br />• The Commission was informed that the Public Hearing of January 18 was <br />published in a newspaper of general circulation and that notices are not <br />required to be mailed. Pat Whitaker will inquire to see if this is a possibly in <br />the future. <br />• A positive outcome from this process is that the business owners are <br />speaking with each other. <br />CRHC SPECIAL MEETING MINUTES 3 JANUARY 10, 2D05 <br />
