Due to a scheduling conflict for the Deputy Cify Aftorney, the calendar was taken <br />out of order. <br />WORK STUDY SESSION <br />5. BUSINESS IMPROVEMENT DISTRICT {B1D} UPDATE <br />(Pat WhitakerlMike Vigliotta} <br />Mr. Vigliotta mentioned the following: <br />• That the Community Redevelopment and Housing Commission is still <br />the BID Advisory Board and that we are continuing with the approved <br />budget. <br />• Need to enter into contracts per budget. <br />• Lawsuit is now over and City entered into a settlement with the <br />plaintiffs. <br />• Explained the assessment district. <br />Mrs. Whitaker reported that: <br />• She attended a meeting held by "La Calle Cuatro de Santa Ana <br />Association Inc." (Elsa Gomez). Interest in specific shopping days was <br />discussed. <br />• Also met with the Restaurant Owners Association. A preliminary map <br />has been developed by the DT Business Council on the west side. <br />The two segments hope to have a meeting within the next month and <br />asked for the City's help in facilitating. The date and time will be <br />provided to CRHC. They hope to finalize the map. <br />• Mrs. Whitaker feels there is a willingness among the groups to work <br />within the BID umbrella. <br />A discussion ensued and questions from the Commissioners were <br />answered. The BID map availability and allocation of Bid funds were <br />discussed, as well as the role of the Commission and its legal obligations. <br />It was emphasized that the "groups" are acting as independent groups <br />and that they don't have any decision-making power as far as how the <br />money is spent or maps are drawn. They would have to approach the <br />CRHC first as the advisory board. It was noted that the CRHC is able to <br />hire a consultant{s}. It is felt that having the groups get together and meet <br />is a positive thing and should be encouraged. Staff was asked to <br />research and verify that a consultant(s) can be retained. <br />CRHC MI[VU'EES 3 MARCH 1, 2005 <br />
