CHAPTER 4 <br /> MITIGATION MONITORING AND REPORTING <br /> PROGRAM <br /> The California Environmental Quality Act(CEQA) requires a lead or public agency that approves <br /> or carries out a project for which an Environmental Impact Report has been certified which <br /> identifies one or more significant adverse environmental effects and where findings with respect <br /> to changes or alterations in the project have been made, to adopt a "reporting or monitoring <br /> program for the changes to the project which it has adopted or made a condition of project <br /> approval in order to mitigate or avoid significant effects on the environment" (CEQA, Public <br /> Resources Code Sections 21081, 21081.6). In compliance with these requirements, the City of <br /> Santa Ana, lead agency, has prepared the Mitigation Monitoring and Reporting Program (MMRP) <br /> to ensure that adopted mitigation measures are successfully implemented for the Village Santa <br /> Ana Specific Plan Project (project). The MMRP for the project, presented as Table 4-1, lists the <br /> mitigation measures by environmental topic and identifies the timing for each measure, the <br /> responsible party, and the monitoring party. The City of Santa Ana is the lead agency for the <br /> project and is responsible for implementation of the MMRP. <br /> Any modifications to the terms and/or timing of the mitigation measures in this MMRP shall provide <br /> a level of environmental protection equal to, or greater than the approved mitigation measure. <br /> The City of Santa Ana, in conjunction with any appropriate agencies or City departments, shall <br /> determine the adequacy of any proposed modifications and, if necessary, may refer said <br /> determination to the Planning Commission and/or City Council. Any costs associated with <br /> information required to make a determination of adequacy shall be borne by the Applicant. No <br /> changes to the MMRP shall be permitted unless the MMRP continues to satisfy the requirements <br /> of CEQA as determined by the City, the lead agency for the project. <br /> Resolution No. 2025-041 <br /> Page 114 of 140 <br />
