Explanation of the Rationale: Construction of the Project would require demolition of the existing <br /> building structures, including foundations, floor slabs, and utilities systems and excavation for <br /> subterranean parking structures which could temporarily alter the existing drainage pattern of the <br /> site and could result in flooding on- or offsite. However, drainage would be controlled because <br /> the Project would comply with the Construction General Permit and Groundwater Discharge <br /> Permit.With adherence to the applicable permits and implementation of a project-specific SWPPP <br /> and associated BMPs, construction of the project would not substantially alter the existing <br /> drainage pattern of the site or area in a manner which would result in substantial erosion or <br /> siltation on- or off-site. <br /> The Project's grading and storm drain network would be designed to match existing drainage and <br /> flow patterns and would integrate bio-filtration methods, pervious surfaces, and selective plant <br /> materials to encourage on-site water retention. The Project would incorporate BMPs and LID <br /> measures following the local MS4 Permit requirements (RR HYD-4) and Orange County <br /> Technical Guidance Document; comply with the Santa Ana Municipal Code (RR HYD-5) and the <br /> Construction General Permit (RR HYD-1); and prepare a WQMP to reduce impacts related to <br /> erosion or siltation. Therefore, the Project would not substantially alter the existing drainage <br /> pattern of the site or area in a manner which would result in substantial erosion or siltation on- or <br /> off-site. Impacts would be less than significant. (Draft Supplemental EIR, pp. 4.7-16--4.7-17.) <br /> Threshold HYD-3(ii): The Project would not substantially alter the existing drainage pattern of <br /> the site or area, including through the alteration of the course of a stream <br /> or river or through the addition of impervious surfaces, in a manner which <br /> would substantially increase the rate or amount of surface runoff in a <br /> manner which would result in flooding on- or off-site. <br /> Findings: The City finds that the Project would result in less than significant impacts to hydrology <br /> and water quality related to flooding from surface runoff.Additionally,the City finds that the Project <br /> will implement regulatory requirements RR HYD-1; RR HYD-4; and RR HYD-5 (listed above). <br /> (Draft Supplemental EIR, pp. 4.7-17—4.7-18.) <br /> Explanation of the Rationale: As previously discussed, the Project would adhere to the <br /> applicable permits and implementation of a project-specific SWPPP and associated BMPs. <br /> Therefore, construction of the Project would not substantially alter the existing drainage pattern <br /> of the site or area in a manner which would result in substantial erosion or siltation on- or off-site. <br /> Due to the high podium building drainage demand and the presence of multiple subterranean <br /> garage entrances, on-site drainage systems would be sized to contain the 100-year storm <br /> hydraulic grade line below the proposed finished surface to address the existing ponding issues. <br /> The Project's grading and storm drain network design would ensure surface runoff, including <br /> ponding water at the public driveways, would not result in flooding on-and off-site. Impacts would <br /> be less than significant. (Draft Supplemental EIR, pp. 4.7-17—4.7-18.) <br /> Threshold HYD-3(N): The Project would not substantially alter the existing drainage pattern of <br /> the site or area, including through the alteration of the course of a stream <br /> or river or through the addition of impervious surfaces, in a manner which <br /> would create or contribute runoff water which would exceed the capacity of <br /> existing or planned stormwater drainage systems or provide substantial <br /> additional sources of polluted runoff. <br /> Resolution No. 2025-041 <br /> Page 42 of 140 <br />
