ARTICLE VI <br /> 6.0 ADDITIONAL COMPENSATION <br /> 6.1 Bilingual Pay. An employee assigned to a position requiring bilingual capability in both <br /> English and either Samoan, Spanish, Vietnamese, or other languages designated by the <br /> City Manager,will be paid a monthly premium in accordance with the criteria and amounts <br /> set forth below: <br /> A. Certification by the Executive Director of Human Resources as having <br /> satisfactorily demonstrated conversational fluency in both languages for any <br /> position requiring bilingual capability. <br /> B. Employees assigned to positions where bilingual proficiency is essential to carry <br /> out duties and responsibilities of a critical and/or emergency nature without ready <br /> access to backup assistance, or positions where bilingual public contact is a major <br /> and essential element of the work being performed, will be designated as Primary <br /> Bilingual Assignments. A qualified incumbent of such position will be paid a <br /> monthly premium of one hundred seventy-five dollars ($175) above their then <br /> current base monthly salary step. <br /> C. Positions where it has been determined by the Executive Director that regular and <br /> frequent bilingual usage is necessary to the performance of duties, but not a major, <br /> essential or integral element of the work,will be designated as Secondary Bilingual <br /> Assignments. A qualified incumbent of such position will be paid a monthly <br /> premium of forty dollars ($40) above their then current base monthly salary step. <br /> D. The number of such Primary and/or Secondary Bilingual Assignment shall be no <br /> larger than the requirements of the department as determined by the Executive <br /> Director and the City Manager. <br /> E. Employees who receive bilingual assignment pay shall recertify their bilingual <br /> capability every three(3)years after the date of initial certification. Employees who <br /> do not successfully pass required recertification examinations shall have their <br /> bilingual assignment pay removed. Unsuccessful employees may retake the <br /> required certification exam every three (3) months. <br /> 6.2 All assignments to positions providing for bilingual pay as set forth in this Article shall be <br /> made or revoked at the sole discretion of the Executive Director. <br />
