October 7, 2025 <br /> Mayor Amezcua and City Councilmembers <br /> 20 Civic Center Plaza <br /> Santa Ana, CA 92701 <br /> ecomment(a)santa-ana.org <br /> Via Email <br /> RE: ITEM 23 - Resolution to Support Prop 50 "Election Rigging Response" <br /> Dear Mayor Amezcua and City Councilmembers, <br /> On behalf of Chispa, I write to express our strong support for Item 23, a resolution in favor of <br /> Proposition 50, The Election Rigging Response Act, on the November 4, 2025, statewide ballot. <br /> This measure is essential to protecting democracy, defending our communities from authoritarian <br /> attacks, and ensuring fair representation for Californians in the upcoming congressional <br /> elections. <br /> As an organization rooted in Santa Ana, Chispa is a membership-based movement of young <br /> Latinxs committed to uprooting systems of oppression and building structures grounded in <br /> community accountability, solidarity, and self-determination. We support Proposition 50 because <br /> our members—and the residents of Santa Ana—are directly impacted by policies shaped by <br /> redistricting. The maps we vote on this November will shape representation and the balance of <br /> power not just in California, but nationally. <br /> Proposition 50, The Election Rigging Response Act: <br /> • Levels the playing field by ensuring the 2026 mid-term elections are not tilted by <br /> partisan manipulation. <br /> • Commits to fair redistricting by reaffirming California's commitment to independent <br /> redistricting and calling on other states to follow suit. <br /> 1 <br />
