1 . Employees receiving "Street Level Proficiency" <br /> incentive pay will be required, as a condition of continued <br /> eligibility to receive such incentive pay, to successfully complete <br /> an eight (8) hour refresher course once every twelve months from <br /> the date of initial certification. <br /> 2 . "Street Level Proficiency" is part of a pilot program <br /> and its success will be evaluated on an ongoing basis . If at any <br /> time it is clear to the City Manager that the program is not <br /> completely successful in delivering expected results, the program <br /> will cease to exist . However, the employees who had successfully <br /> completed the coursework and the qualifying examination will <br /> receive the bilingual pay for the duration of the current contract <br /> period, provided they meet the requirement as set forth in <br /> Subsection C, Paragraph 1, above . <br /> D . Complex Level Proficiency In Spanish. All employees <br /> in the classifications of Police Officer and Police Sergeant who <br /> successfully meet the "Complex Level Proficiency" requirements set <br /> out in the departmental Spanish training program shall be paid a <br /> bilingual pay differential in an amount equal to the product <br /> obtained by multiplying the Step "E" base salary rate of Police <br /> Officer by five percent (5 . 0%) (ten [10] salary rate ranges) . <br /> E . All employees in classifications represented by this <br /> Agreement, other than those specifically described in Subsections <br /> C and D above, shall be paid a bilingual pay differential of one <br /> hundred fifty dollars ($150 . 00) per month after successfully <br /> meeting the requirements for "complex level proficiency. " <br /> Section 4 . All assignments to positions set forth in Sections <br /> 1, 2, 3 above of sworn and non-sworn personnel shall be made or <br /> revoked in a fair manner at the discretion of the Chief of Police. <br /> ARTICLE VI - POLICE CAREER DEVELOPMENT PROGRAM <br /> Section 1 . Definitions . For the purpose of clarifying the <br /> criteria for the Police Career Development Program designations set <br /> forth in Sections 3 through 8 of this Article, the following <br /> definitions apply: <br /> A. Educational Units . One (1) completed "semester" unit <br /> in an academic course of instruction approved by the Chief of <br /> Police and in an accredited college or university shall equal one <br /> (1) educational unit . One (1) "quarter" unit achieved in an <br /> educational institution as above shall equal two-thirds (2/3) of an <br /> educational unit . "Trimester" units or other standards of <br /> measurement used as a basis in awarding scholastic credits will be <br /> accorded the same evaluation and weight as provided by the <br /> respective accredited college or university.
