2. Proclamation presented by Councilmember Bacerrato Philippine Consulate <br />General declaring October 2025 as Filipino American History Month <br /> <br />MINUTES: Councilmember Bacerrapresented a proclamation to Philippine Vice <br />Consul Levi Anthony Malaylay declaring October 2025 as Filipino American History <br />Month. <br /> <br />CLOSED SESSION REPORT – The City Attorney will report on any action(s) from Closed <br />Session. <br /> <br />MINUTES: City Attorney Sonia Carvalho stated there was no reportable action. <br />PUBLIC COMMENTS – Public comments will be held during the beginning of the meeting <br />forALLcomments on agenda and non-agenda items. <br />MINUTES:City Clerk Jennifer L. Hall reported out the summary of email comments <br />received: five (5) Agenda Item No. 10, one (1) Agenda Item No. 18, four (4) Agenda <br />Item No. 23, one (1) Agenda Item No. 24, and (14) non-agenda comments. <br /> <br />The following speakers addressed City Council in-person: <br />1. Bruce Senator spoke regarding the need for a refrigerator box truck for the Delhi <br />Food pantry program, privatization and commercialization of city parks, homeless <br />issue along the railroad tracks, digital signage, graffiti damage, and Warner traffic <br />concerns and widening project. <br /> <br />2. Mark Spratt expressed concern regarding Councilmember Lopez’s sponsored event <br />in the City of Anaheim, spoke regarding the City’s financial instability, and requested <br />accountability for usage of tax payer monies and Councilmember Lopez’s <br />resignation from running for Assembly. <br /> <br />3. Phoenix Pineda thanked Councilmember Hernandez for his kind words in honor of <br />her late husband Sid Pineda. She spoke regarding her husband’s release of <br />employment, believed employees are unjustly being laid off, put on leave, or forced <br />into early retirement, and requested the City Council investigate the incidents. <br /> <br />4. Bryan Leos requested a meeting with the City Manager and stated his team does <br />not have access to City fields. <br /> <br />5. Melissa Aburto spoke regarding inequitable access to City fields and requested a <br />meeting with the City Manager to address the issue. <br /> <br />6. Sue Palik expressed concern regarding Councilmember Hernandez’s social media <br />comments, requested Councilmember Hernandez recuse himself from items related <br />to the Police Department, and expressed interest in meeting with him to discuss <br />various topics. <br /> <br /> <br />CITY COUNCIL 4 OCTOBER 7, 2025 <br /> <br />
