AGENDA ITEM NO. 10 PULLED FOR SEPARTE DISCUSSION AND <br />CONSIDERATION <br /> <br />MINUTES: Councilmember Hernandez returned to the dias at 8:01 P.M. <br /> <br />10.Agreement with OpportunitySpace Inc. dba Tolemi for a Rental Registry <br />Portal to Enforce the Rent Stabilization and Just Cause Eviction Ordinance <br />(Spec. 25-073) (Non-General Fund) <br /> <br />Department(s):Community Development Agency <br /> <br />Recommended Action: Authorize the City Manager to execute an agreement with <br />OpportunitySpace Inc. dba Tolemito implement, operate, and maintain a Rental <br />Registry portal in a total amount not to exceed $580,000 for a three-year term <br />beginning October 7, 2025, and expiring October 6, 2028, with provisions for two <br />one-year extensions (Agreement No. A-2025-165). <br /> <br />MINUTES: Councilmember Bacerraasked how much revenue the rental registry <br />program has generated this year, how many units were accounted for, whether the <br />amount received would be on an ongoing basis, and if the presented contract is <br />funded solely from program-generated revenues. <br /> <br />Community Development Director Mike Garcia stated that the rental registry <br />program has generated $2.2 million to date, is projected to receive approximately <br />$2.2 to $2.3 million annually, and the contract is fully funded by registry fee <br />revenues from the program. <br /> <br />MOTION: Councilmember Bacerra moved to approve the recommended <br />action for Item No. 10, seconded by Mayor Pro Tem Vazquez. <br /> <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER LOPEZ, <br /> COUNCILMEMBER PENALOZA, COUNCILMEMBER PHAN, <br /> MAYOR PRO TEM VAZQUEZ, MAYOR AMEZCUA <br />NONE <br />NOES: <br />ABSTAIN:NONE <br />ABSENT: NONE <br />Status: 7– 0 – Pass <br /> <br /> <br />CITY COUNCIL 10 OCTOBER 7, 2025 <br /> <br />
