GPH!Dpouspm!Qsphsbn!Nbovbm! <br /> <br />1.0 INTRODUCTION <br /> <br />City of Sant <br />developed to prevent FOG-related sanitary sewer overflows (SSOs) as required by the <br />Santa Ana Regional Water Quality Control Board (SARWQCB) DĻƓĻƩğƌ ğƭƷĻ 5źƭĭŷğƩŭĻ <br />wĻƨǒźƩĻƒĻƓƷƭ (WDR), Order No. 2006-0003-DWQ. This order was issued in response to a <br />State SSO problem and was issued to all sewer agencies in California with a public sewer <br />system greater than 1 mile, which included local agencies, such as cities and special <br />districts, in the northern and central portions of Orange County. <br /> <br />all FOG-related SSOs. These SSOs are <br />usually attributable to cooking grease in wastewater discharged from Food Service <br />1 <br />Establishments (FSEs), multi-family housing, and single family homes that create FOG <br />(or grease) blockages in sanitary sewer collection systems. These grease blockages, <br />lead to SSOs, which can cause untreated sewage to flow onto streets and travel to storm <br />drains, creeks, and other surface waters. Untreated sewage on private property or in <br />the street poses an obvious human health risk. If this sewage reaches the ocean, it often <br />results in coastal contamination, beach closures, and the associated potential human <br />health risks. <br /> <br />To achieve this goal of eliminating FOG-related SSOs, the WDR has identified key <br />requirements for a FOG Control Program, which are as follows: <br /> <br /> Limit grease discharges that may cause blockages; <br /> Prohibit FOG discharges that may cause sewer overflows; <br /> Adopt and enforce a FOG ordinance; <br /> Require implementation of kitchen best management practices (BMPs); <br /> Require installation of grease removal equipment, as necessary; <br /> Inspect FSEs; and <br /> Implement soenhanced maintenance <br />2 <br />locations. <br /> <br />These requirements are the key issues that were addressed in the development of the <br />City <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1 <br /> Food Service Establishments (FSEs) are those establishments primarily engaged in preparing or serving <br />food to the public such as restaurants, hotels, commercial kitchens, bakeries, caterers, schools, prisons, <br />correctional facilities, and care institutions. <br />2 <br /> Known problem areas in the sanitary sewer system that requires more frequent cleaning and maintenance. <br /> <br />City Council <br />1 <br /> <br />
