This program integrates various elements into the <br />program to accomplish the goal of preventing SSOs. These key elements of the program <br />are: sewer line maintenance activities associated with the FOG-related enhanced <br />maintenance locations; a FOG Control Ordinance and inspection process to minimize the <br />discharge of FOG from FSEs; an educational outreach program to minimize the discharge <br />of FOG from multi-family housing and single family homes; and the Orange County <br />Sanitation District(OCSD) Waste Discharge Pretreatment and Source Control Program <br />for discharge of FOG from industry. <br /> <br />! <br />ΒȁΏ 3%7%2 ,).% %.(!.#%$ -!).4%.!.#% ,/#!4)/. <br />02%6%.4!4)6% MAINTENANCE <br />! <br />3.1 /µ¤±µ¨¤¶ ®¥ Sew ¦¤ #®««¤¢³¨® 3¸²³¤¬ £ - ¯¯¨¦ <br />! <br />The City sewage collection system consists of a network of sewer mains, manholes, <br />and lift stations, which conveys approximately 36 million gallons per day of sewage <br />generated within the City service area to the Orange County Sanitation <br />(OCSD) Water Treatment Plants. The system <br />consists of approximately 400 miles of collection system mainline piping ranging in size <br />from 6 inches to 24 inches. The system includes 2 sewage lift stations, 8,200 manholes <br />and approximately 45,000 individual service connections. The City is responsible for <br />repairs to the sewer laterals from the public sewer main to the property line in the <br />public right of way. <br /> <br />Historically the collection system was documented with 186 hand-drawn, atlas sheets, <br />which included property and right of way boundaries, sewer mains, manholes and <br />service laterals. Subsequently, the City transferred all of the information contained in <br />the hand-drawn sheets to a single CAD (computer aided design) based map, and then to <br />a Geographic Information System (GIS) based mapping system that can be accessed by <br />maintenance staff and FOG inspectors in the field to evaluate an FSEs proximity to an <br />enhanced maintenance location or recent SSO or FOG blockage. <br /> <br />3.2 2®´³¨¤ 3¤¶¤± ,¨¤ #«¤ ¨¦ £ ##46 <br /> <br />The entire collection system is cleaned in accordance with the cycle established in the <br />SSMP. The line cleaning operation is accomplished utilizing hydro-combination units, <br />each operated by a crew of two trained operators. The general process consists of <br />hydrojetting the sewer line and vacuuming excessive debris from downstream <br />manholes. The program is typically performed in a progressive manner (i.e., the system <br />is cleaned from manhole to manhole continuing on each successive day at the manhole <br />following the manhole last completed on the previous day).
