STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br /> <br />Compliance While Maintaining Water Quality Protection. Through this resolution, the <br />State Water Board committed to continued stakeholder engagement in identifying and <br />implementing measures to reduce costs of compliance with regulatory orders while <br />maintaining water quality protection and improving regulatory program outcomes. <br />3.3.4.State Water Board Human Right to Water Resolution <br />On February 16, 2016, the State Water Board adopted Resolution 2016-0010, titled <br />Adopting the Human Right to Water as a Core Value and Directing its Implementation in <br />Water Board Programs and Activities, addressing the human right to water as a core <br />value and directing Water Board programs to implement requirements to support safe <br />drinking water for all Californians. <br />On November 16, 2021, the State Water Board adopted Resolution 2021-0050 titled <br />Condemning Racism, Xenophobia, Bigotry, and Racial Injustice, and Strengthening <br />Commitment to Racial Equity, Diversity, Inclusion, Access, and Anti-racism. Among <br />other actions, through Resolution 2021-0050, the State Water Board, in summary as <br />corresponding to this General Order, reaffirms its commitment to its Human Right to <br />Water resolution, upholding that every human being in California deserves safe, clean, <br />affordable, and accessible water for human consumption, cooking, and sanitation <br />purposes. Resolution 2021-0050 provides the State Water Board commitment to: <br /> Protect public health and beneficial uses of waterbodies in all communities, including <br />communities disproportionately burdened by wastes discharge of waste to land and <br />surface water; <br /> Restore impaired surface waterbodies and degraded aquifers; and <br /> Promote multi-benefit water quality projects. <br />Through Resolution 2021-0050, the State Water Board also commits to expanding <br />implementation of its Climate Change Resolution to address the disproportionate effects <br />of extreme hydrologic conditions and sea-level rise on Black, Indigenous, and people of <br />color communities, prioritizing: <br /> The right to safe, clean, affordable, and accessible drinking water and sanitation; <br /> Sustainable management and protection of local groundwater resources; <br /> Healthy watersheds; and <br /> Access to surface waterbodies that support subsistence fishing. <br />On June 7, 2022, the State Water Board adopted a Resolution, titled Authorizing the <br />Executive Director or Designee to Enter into One or More Multi-Year Contracts Up to a <br />Combined Sum of $4,000,000 for a Statewide Wastewater Needs Assessment, <br />supporting the equitable access to sanitation for all Californians and implementation of <br />Resolutions 2016-0010 and 2021-0050. <br />This General Order supports the State Water Board priority in collecting a <br />systems.
